What are the responsibilities and job description for the Accounting Technician position at Indian Health Service?
This position is located in the Office of Financial Management at the Southeast Region Area Office in Oklahoma City, Oklahoma. Incumbent performs financial accounting, accounts receivable posting, adjustmets, refunds, and internal control functions. This position reports to the Supervisory Accountant.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-07: One (1) year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Examine third party reimbursements for accuracy, perform data entry to key in account receivable payments into an automated computer system, reconcile accounts, post third party payments, prepare refunds for overpayments. maintain ledgers, perform audits, prepare reports.
OR
Have at least 1 full year (18 semester hours) of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-07 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Responsibilities:
- Advises accounts receivable director and performs ongoing analysis of the accounts receivable system.
- Performs a wide variety of duties pertaining to the obligations of appropriate funds through manual and IProcurement documents.
- The incumbent is responsible for the monthly reconciliation of obligation and subsidiary registers.
- Monitor accounts balances, review posting to ensure accuracy and recommend appropriate corrective action.
