This position is located within the Division of Enterprise Risk Management (DERM), Office of Quality (OQ). The incumbent in this position consults with cross-functional teams in the areas of policy analysis, data engineering, and project management disciplines. The incumbent in this position reports to the Director, DERM.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Implementing effective quality improvement and risk management analytics practices that drive improved decision making, efficiency, and performance. Communicating regularly with technical, applications, and operational staff to ensure database integrity, security and optimized performance at the application and database levels. Identifying and resolving data quality and data reconciliation issues. Delivering organized, scalable, and meaningful visualizations, and reports for a wide range of customer needs. Building creative solutions within constraints of existing networks, systems, and policies. Researching opportunities for data acquisition and new uses for existing data. Proactively reviewing information delivery pipeline and makes suggestions for improvement in converting data into meaningful information.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.

Responsibilities:
- Data Management, Analysis, and Interpretation: Serve as a senior IT Project Manager (Data Management) (Data Scientist) and advisor to leadership at the Division level in leading and coordinates the efforts of other IHS professionals and contractors in solving complex and far-reaching data management issues and problems for a wide range of systems, applications and customers. Issues include data interface, storage and requires the application of data management principles, procedures, and tools such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
- Data Science Consultant/Advisor: Provide technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the use of such technology as it relates to IHS data. Participate on cross-functional teams in the development, implementation, and oversight of new technologies related to data science.
- Project Leadership Related to Data Management and Technical Liaison: Serve as a resource and leader to Federal and contractor staff on formulating, planning, implementing, managing, tracking, and evaluating large scale and extremely complex data management projects and their associated requirements and risks. The incumbent lead, coordinate, integrate and is accountable for the overall success of the program, ensuring alignment with critical agency priorities.
