• role-based access control – varying permission levels depending on the staff’s job duties
• trust fund deposits and transfers – process for receiving and posting deposits to inmate trust fund accounts, and process for authorizing requests to transfer funds from the inmate trust fund to the vendor account for debit calling, messaging, and entertainment
• learning management systems – asynchronous delivery of educational content provided by various educational institutions with access restricted to their respective students, FERPA compliance
• 3rd party application listing – by host IP or URL
• investigative capabilities – automated correlation of contacts, trust deposits, etc with multiple inmates
• canteen ordering – process for adding items to shopping cart and transmitting to SCDC for fulfillment
• integration / interfaces between systems – passing demographic, housing assignment, trust balance, and class of service data to the vendor to control access to applications based on inmate custody or disciplinary sanction
• responding to subpoenas and FOIA requests – inmate video visitation / phone call detail records and recordings, message contents
• wireless networks – WiFi and private LTE networks for tablet access

Description:
SCOPE OF THE PROJECT:
THE SELECTED CANDIDATE WILL LEAD ENTERPRISE IT PROJECT FOR INMATE TABLE SYSTEM INCLUDING BUT NOT LIMITED TO:
1. WORK WITH ALL DIVISIONS TO COLLECT FUNCTIONAL REQUIREMENTS FOR PROCURING A NEW INMATE TABLET SYSTEM
2. WRITE RFP SOLICITATION FOR PROCUREMENT
3. MANAGE AND COORDINATE PROCUREMENT, LEAD AND OVERSEE IMPLEMENTATION, INCLUDING DEVELOPMENT OF NEW BUSINESS POLICIES
DAILY DUTIES / RESPONSIBILITIES:
1. WORK WITH ALL DIVISIONS TO COLLECT REQUIREMENTS FOR INMATE TABLET SYSTEM
2. EVALUATE REQUIREMENTS ACROSS DIVISIONS TO ENSURE INTEROPERABILITY AND CONTINUITY
3. UNDERSTAND THE INTERACTIONS BETWEEN SYSTEMS, APPLICATIONS, AND SERVICES WITHIN THE ENVIRONMENT, AND EVALUATE THE IMPACT OF CHANGES OR ADDITIONS.
4. WORK WITH CURRENT TABLET VENDOR AND SCDC STAFF TO UNDERSTAND BUSINESS, OBJECTIVES, AND COMPETING PRIORITIES.
5. DEVELOP ROAD MAP FOR APPLICATIONS AND FUNCTIONALITY TO BE ROLLED OUT BY VENDOR, ALIGN DEVELOPMENT PLANS, AND ENSURE EFFECTIVE INTEGRATION WITH RELATED INTERNAL AND EXTERNAL INFORMATION SYSTEMS.
6. ANALYZE SYSTEMS AND PERFORM USABILITY TESTING TO ENSURE PERFORMANCE AND RELIABILITY, SCALABILITY, AND SECURITY REQUIREMENTS ARE MET.
7. WORK WITH PROCUREMENT TEAM IN DEVELOPING COMPLETE SOLICITATION FOR TABLET SYSTEM
8. PARTICIPATE IN THE EVALUATION OF PROPOSALS FOR TABLET SYSTEM
9. MANAGE AND OVERSEE IMPLEMENTATION OF NEW SYSTEM
10. MONITOR TECHNOLOGICAL ADVANCEMENTS TO ENSURE THAT SOLUTIONS ARE CONTINUOUSLY IMPROVED, SUPPORTED, AND ALIGNED WITH INDUSTRY AND AGENCY STANDARDS AS WELL AS EMERGING BUSINESS REQUIREMENTS.

REQUIRED EDUCATION:
BACHELOR’S DEGREE IN INFORMATION TECHNOLOGY RELATED DISCIPLINE WITH 7 YEARS OF IT PROJECT MANAGEMENT EXPERIENCE.
