What are the responsibilities and job description for the Senior Executive Director of Special Programs- Instructional Services position at Instructional Services?
FUNCTIONAL PURPOSE:
Under limited supervision, performs a variety of supervisory, leadership, and administrative tasks in monitoring and implementing the operations of the various Programs within the Instructional Services division: including Career Technical Education, Multilingual Learners, Academically Gifted, Encore Learning-Media Services, World Languages, Extended Learning, Arts, and Federal Programs__ Titles I, II, III, and IV. Oversees the development of comprehensive program plans, implementation of planned programs, and monitoring of budgets and documentation ensuring adherence to federal, state, and local requirements, policies, and procedures.
DUTIES AND RESPONSIBILITIES:
- Provides leadership to each department in Career Technical Education, Multilingual Learners, Academically Gifted, Encore Learning, and Federal Programs and other district departments aligning resources to programmatic requirements and district strategic plan, as allowable.
- Provides oversight and leadership to special programs in Instructional Services.
- Works directly with the Chief Finance Officer to manage and support budgeting for Federal programs
- Monitors the effectiveness and compliance of programs to ensure adherence to federal, state, and local policies and procedures; visits schools to review documentation; and provides support in the development and implementation of school improvement plan strategies.
- Prepares supplemental grant applications including, but not limited to district annual Title I-A, II-A, III and IV-A applications; authorizes grant expenditures, and ensures programs are implemented within Federal, state, and local guidelines.
- Coordinates and/or conducts annual district comprehensive needs assessment.
- Collaborates with various division representatives to align resources with district initiatives and programs to include but not limited to professional development offerings, support for beginning teachers, district Instructional Coaches, and Pre-K program.
- Supervises the calculation of annual planning allocations for eligible served Title I schools, Non-Public Schools equitable services allocations, Homeless Education, various department budgets.
- Collaborates with Chief Academic Officer, Chief of Financial Services, and other Executive Cabinet members regarding district needs, funding alignment, and expenses.
- Assists school-based staff and central office staff with factors related to program execution and compliance that include but are not limited to planning allocation, needs assessment, school data summary analysis, school prioritized plan, and budget planning.
- Provides oversight of compliance and program quality through efforts that include but are not limited to scheduled meetings with school leaders to monitor compliance with federal requirements through monitoring visits and documentation review, review of school improvement plans, monitor of grant funded programs or initiatives, purchases, and training opportunities funded by federal funds.
- Establishes consistent, productive communication methods both within the federal programs team and stakeholders.
- Conducts or presents information and/or conducts training for a variety of administrative teams and other personnel and stakeholders.
- Responds to calls/inquiries about the Federal and assigned special programs
- Serves as a resource to schools, parents, district leadership, and community members regarding federal and assigned special programs.
- Serves as a liaison with NC DPI offices and district departments regarding all each of the programs within Federal and Assigned Special
- Coordinates data and prepares reports and presentations for the superintendent, chief academic officer, and board of education.
- Maintains appropriate files and documentation as required by law
- Compiles data for various local, state, and federal reports.
- Provides leadership, coordinates the educational programs and professional development programs, and authorizes expenditures for participating non-public schools in equitable services including but not limited to Title I-A, Title II-A, and Title IV-A.
- Supervises and conducts personnel administration duties for direct reports subordinates, including hiring, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave; provides staff with professional development opportunities; advises, consults, and coaches staff; assists with non-routine situations as they arise.
- Develops and implements instructional policies and programs; interprets educational policies and procedures for multiple target audiences for all departments in Federal and Assigned Special

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of various Federal and State special programs- Career Technical Education, Academically Gifted, Multilingual learners, Arts, Media Services, World languages, extended learning, and Federal Programs
- Thorough knowledge of federal, state, and local laws, rules, and regulations pertaining to various federal grant including but not limited to the current authorization of the Elementary and Secondary Education Act (ESEA) and federal Uniform Grant Guidance.
- Considerable knowledge of school board policies, procedures, and standards regarding education.
- Considerable knowledge of the principles of supervision, organization, and administration.
- Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.
- Considerable knowledge of the theories, practices, procedures, and resources for continuous improvement to impact student outcomes.
- Considerable knowledge of the current literature, trends, and developments in the field of federal programs.
- Considerable knowledge of the needs of students from diversified backgrounds and various learning abilities and styles.
- Considerable knowledge of the grant application and administration process.
- Considerable knowledge of Excel and use of data to inform decisions.
- Ability to use common word processing.
- Ability to maintain complete and accurate records and statistics and to develop meaningful reports from the data.
- Ability to assess the effectiveness of programs and activities.
- Ability to interpret educational policies and procedures.
- Ability to develop long range plans and annual budgets.
- Ability to effectively express ideas orally and in writing.
- Ability to establish and maintain effective working relationships as necessitated by work assignments including, but not limited to, representatives of various departments, school-level personnel, regional and state organizations and agencies, parents/families, and community.
- Ability to lead and facilitate adult learning sessions aligned to best practices.
EDUCATION REQUIREMENTS:
- Minimum: Master’s Degree in specialty program area to which assigned
- Minimum: Six years of professional/administrative level experience in the assigned program; and an equivalent combination of training and experience
- Experience with budgets and various Federal and state programs preferred
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Master’s degree in Special Programs area field- required
- Certification from the NC State Licensure department as a curriculum-instructional specialist or school administrator preferred
Pay Grade - Senior Executive Director - $9,431.92 Monthly Salary - Full Time Position
