Job Details: Serve on the Enterprise Services Directorate to enable business transformation through integrated solutions, services, and standards. Software Verification and Validation (SV&V) provided as an internal service for software systems developed and maintained by the Defense Manpower Data Center (DMDC).
Essential Functions / Responsibilities:
- Provides extremely high level subject matter expertise for work described in the PWS. Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems which require knowledge of the subject matter for effective implementation
- Interfaces with client to determine project requirements and priorities.
- Leads a team of manual and automation test engineers through the planning, execution, and control of multiple concurrent projects
- Creates and execute detailed project plans
- Manages project quality, cost, schedule, resources, issues and risks
- Prepares periodic project progress reports
- Directs and supervises all support resources for the performance of project assignments and activities within the QA team.
- Manages the testing strategy of a project
- Responsible for all aspects regarding testing assigned projects and provides a single point of contact for those projects.
- Interfaces with all areas affected by the project.
- Defines project scope, level of effort, and resources.
- Provides update to project schedules.
- Develops detailed work plans, schedules, project estimates, resources plans, and status reports. Works closely with the development team.
- Conducts project meetings and is responsible for project tracking and analysis.
- Ensures adherence to quality standards and reviews project deliverables.
- Responsible for testing project deliverables.
- Participates in weekly In Progress Reviews (IPRs) with the client and other project stakeholders
- Ability to manage multiple on-going testing projects
- Bachelor’s Degree in Computer Science or equivalent field and 8 years of experience
- In-depth understanding of Project Management practices
- Knowledge of the Systems Development Life Cycle (SDLC)
- Excellent written and communication skills
- Proven ability to use MS Project to manage projects
- Exercise sound judgement with an ability to follow provided processes, procedures and checklists associated with obtaining results under this contract, compliance with all training, safety, and security standards and perform other duties/projects as assigned

Qualifications
Education and Experience:
Required
- Minimum active Secret Clearance, and
- 5+ years of experience in program /project management, and
- 5+ years of experience in software development and design working on high availability systems, and
- 10+ years of experience leading complex programs, software development or product management, and
- 10+ years of experience with identifying customer needs and translate them into program or product requirements, and
- 10+ years of experience in leadership and people management, and
- Project Management Professional (PMP) certification, and
- DoD 8570 Information Assurance Technical Level II (IAT-II) Certification
Preferred
- MBA or Master’s Degree in Computer Science or Engineering
- DoD 8570 IAT-II Certification: CompTIA Security+CE
Additional Information
- The candidate selected shall work either on-site in Montgomery, AL, Monday through Friday, 8am – 5pm or telework as long as the candidate resides within the Southeast region.
