Job Summary:

This is a position responsible for coordination and management of Vendor Services and Food Delivery within the program. Responsibilities include, but are not limited to assurance of compliance to the program regulations, processing vendor contracts, update store UPC codes, providing vendor training, and completing federal reports that pertain to Vendor services.


Essential Functions:

Price monitoring

  • Monitor USDA Policies and Procedures regarding Vendor and Food Delivery. Revise and implement ITCN WIC policies accordingly
  • Control and maintain ITCN WIC price monitoring system.
  • Analyze Price Data and create monthly Maximum Allowed Reimbursement (MAR) rates for each food in each peer group. Maintain, update and revise as needed.
  • Track EBT redemptions
  • Do quarterly EBT audits
  • Attend EBT Trainings and meeting when possible with Director’s Approval

Vendor Monitoring and Training

  • Review, research and analyze contract applications received from vendors during open enrollment periods.
  • Assist with monitoring all vendors for compliance with their Vendor Contracts. Track and Record Vendor Sanctions.
  • Complete Vendor On-site monitoring and Audits per USDA, FNS Regulations, parallel to state of Nevada.
  • Liaison for vendors with regards to compliance with vendor manuals, contracts, violations, sanctions, appeals, MAR, Food Delivery, Minimum Stocking Requirements and EBT.
  • Provide vendor training annually in congruent with the state of Nevada and any required trainings due to Vendor errors or special request.
  • Determine the need for classifying a vendor as “high risk” as defined by USDA.
  • Maintain all vendor files.
  • Compose vendor letters and follow up letters.

Food Delivery

  • Establish criteria in addition to the minimum Federal requirements without establishing further restrictions for the supplemental WIC foods for ITCN.
  • Monitor Vendors for competitive pricing and Food Stamp Disqualifications.
  • Track and maintain information for the annual TIP Report (The Integrity Profile)
  • Analyze trends in redemptions, pricing issuance and locations.
  • Process and Follow up with all complaints from Vendors, Participants and Clinics with regards to Food Delivery.

Fraud Prevention

  • Monitor dual participation within each local agency, between local agencies and bordering states. Follow up action must be taken within 120 days of detecting suspected dual participation.
  • Monitor and follow up with suspected WIC formula sales on Craigslist and Ebay or other sources that may be used to sell WIC formula.
  • Monitor Food Instrument Security. Track all card shipments; review all inventory Control and Perpetual Inventory logs completed by clinics.
  • Organize and perform any necessary Fraud investigations.

Administrative

  • Coordinate and assist with special projects as directed.
  • Back up administrative staff when necessary.
  • Provide monthly calendar to Director for vendor monitoring meetings and other scheduled activities.
  • Develop vendor goals, objectives and service delivery procedures.
  • Adjust priorities based on agency and program needs.
  • Work cooperatively with other state agencies, professionals, community leaders, and consumers at local, regional and or statewide levels to identify health needs, issues and gap in service;
  • Coordinate and participate in task forces and other work groups as directed.
  • Perform related duties as assigned.


Minimum Qualifications:

  • Associates Degree in engineering, computer science, computer technology, or related field (i.e., evaluating contract applications, review of contractual language; awarding of contracts; monitoring of contracts for program compliance), and interpretation of regulations, policies and directives related to health care delivery systems.
  • Communicate effectively both orally and in writing; compose business correspondence and reports; analyze information, problems or practicing to identify relevant concerns, identify patterns, tendencies and relationships, and formulate logical conclusions.


Required Knowledge, Skills, and Abilities:


  • Bilingual preferred
  • Must have word processing and computer skills
  • Ability to travel extensively including overnight trips
  • Must have a reliable vehicle with adequate state insurance coverage

Supervisory:

This position will have no supervisory responsibility


Work Environment:

Work is primarily performed in an office setting; well lit, moderate noise. Work is also performed in a clinic setting with loud children/clients, well-lit. Temperature controlled environment.

The physical demands described herein are represented of those that must be met by an employee to successfully perform the essential functions of this job. Frequent bending/stooping, reaching above shoulder level and crouching as well as occasional push/pulling. Must be able to lift 50 pounds. 10% of time spend standing, 20% of time walking, and 70% of time spent sitting. Must have average hearing and visual acuity. Is required to use a phone and operate vehicles and have manual dexterity for keyboard and report writing. Must be able to lift and carry equipment, weigh and measure children, do charting and filing, carrying boxes and demonstrating skills. May require some exposure to antibacterial chemicals. May be exposed to fumes/dust, wet/damp surfaces when bringing equipment in and out, and exposure to hot/cold temperatures. May need to shovel snow at remote clinical sites and may also be exposed to uneven terrain when carrying equipment. May be exposed to noise from clients and children crying and yelling in the clinic.
