JOB SUMMARY
This position reports to Chief Program Officer and is responsible for ensuring that Interfaith’ s California Advancing and Innovating Medi-Cal (CalAIM) program is fully implemented ensuring compliance with all Federal, State, and County regulations related to the operation of the CalAIM Community Supports and preparing Interfaith to further expand its footprint into Enhanced Care Management (ECM). Interfaith currently operates a 106 bed Recuperative Care/Post Hospitalization Housing program that has contracts with the Veteran’s Healthcare Administration, local hospitals, and the Medi-Cal managed care health plans in the region. Those programs along with Housing Community Supports will fall under the purview of this position.
The position requires a commitment to thoughtful, strategic program design and a scientific approach to performance improvement. This position is responsible for program compliance, supervision and quality control. This position serves diverse client needs and populations, including mental health, substance abuse, and economic well-being. This position has substantial budget responsibility and will provide consultation to housing practices in the other departments, as well as strategically advise the agency on how to provide basic need services to those in need throughout the region, and performs related work as required supporting the mission of Interfaith Community Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Lead planning and implementation of CalAIM program initiatives, including Enhanced Care Management, Community Supports, including but not limited to the following types of services: Housing Transition/Navigation Services, Housing Tenancy and Sustaining Services, Housing Deposits, Recuperative Care, Respite Care, and Post Hospitalization Housing.
- Lead external partnerships with managed care plans serving Medi-Cal beneficiaries in the region. Provide support to the CalAIM Community Supports Manager.
- Monitor and evaluate effectiveness and efficiency of CalAIM service delivery system, organizational structure, staffing levels, and other internal operations including identifying and recommending alternative approaches or improvements, implementation of revisions, adjustments and changes
- Maintain an awareness of state-level changes to the CalAIM program that require local implementation changes.
- Organize and lead internal departmental meetings, including weekly staff meetings, and trainings.
- Support program reporting needs, including reviewing DHCS required quarterly reports, completing staffing capacity reports for health plans.
- Contribute to grant reporting and invoicing.
- Supervise, train, assign and evaluate the activities of CalAIM staff.
- Supervise, coach and mentor program staff, including supervision of clinical staff.
- Support departmental hiring, staffing, and budgets.
- Internal liaison between other departments, including finance, operations, data, and other program teams.
- Perform all other duties as assigned.
EDUCATION/YEARS EXPERIENCE
- Master’s Degree in Healthcare Administration, Public Administration, or related field is strongly desired; extensive experience could be considered in leu of educational requirements.
- Four (4) or more years of experience in the development, management, and/or evaluation of community health or closely related programs required.
- Any combination of educational and work experience would be equivalent to the stated minimum requirements.
- Experience with Electronic Health Records preferred.
- Experience with Medi-Cal or healthcare billing preferred.
- Experience or knowledge of CalAIM Community Supports preferred.

Salary : $90,000 - $110,000
