Job Description
Qualifications
· 15 years of experience developing, reviewing, and implementing mission area-related
policy, doctrine, and development of Navy concepts, doctrine, tactics, techniques, and
procedures.
· 10 years identifying mission area-related concepts and technologies for new innovative application within the Navy’s experimentation process.
· 10 years developing and supporting development of Navy mission areas-related operational concepts, tactics, and experimental concepts and technologies.
· 10 years planning and executing Joint/Navy experimentation with mission area-related concepts and capabilities.
· 10 years of operational and tactical application of modeling and simulation capabilities in support of experimentation in the defined mission area.
· 10 years of demonstrated prior experience in the execution of mission area-related
capabilities at the tactical level.
· 10 years of demonstrated prior experience at the lower operational level of war games.
· 8 years of experience with the following types of operational teams and planning
processes: Maritime Operations Center (MOC), Joint/Navy Tactics, Techniques, and
Procedures (TTP’s), Operational Planning Teams (OPTs), Crisis Action Planning (CAP)processes, and Joint Operations Planning and Execution System (JOPES), and TTP development from fleet experimentation or exercises.
· 8 years, Experimentation, Doctrine, TTP, Naval Warfare Publications (NWPs) Specialist, with experience in Information Related Capabilities (IRCs), Signals Intelligence (SIGINT)
· The Contractor shall be able to to meet the skills, experience of the departing Key SME with Navy Cryptology background.
Responsibilities
The Employee's principal duties and responsibilities as the SME and Exercise Planner shall be to:
· Provide maintenance update/review/development of no more than 10 mission area-related Navy doctrine/TTP/concept publications annually;
· Provide review of no more than 20 mission areas-related Joint doctrine/TTP/concept publications annually;
· Review DoD and Navy policies and doctrine to assist in the development of Navy tactical level mission area-related tactics, techniques and procedures;
· Coordinate with other Navy, Service, and Joint commands and external agencies to support development of Joint/Navy TTP and development of other supporting documentation associated with mission area-related TTP;
· Coordinate with U.S. Navy Numbered Fleets, and FCC/C10F and subordinate commands on identifying issues and concerns, develop recommendations, and draft supporting correspondence for the development of mission area-related doctrine and TTP;
· Support development of future doctrinal, operational, and technological concepts via concept papers, proposals, and analysis Fleet experimentation and exercises;
· Coordinate with key policy and doctrine stakeholders across the Navy and Joint communities to include, but not limited to: Navy Warfare Development Command (NWDC), U.S. Fleet Forces (USFF), Commander, U.S. Pacific Fleet (CPF), U.S. Navy Numbered Fleets, OPNAV, USCC, and Defense Information Systems Agency (DISA);
· Participate in no more than 15 conferences, working groups, meetings, war games and other forums, providing mission area-related operational expertise (as defined in experience and qualification requirements section below) through discussion, white papers, meeting notes, and presentations annually;
· Develop products and materials required to support no more than 10 TTP development working groups, planning groups, operational planning teams, conferences, table top exercises, war games and operational experiments annually;
· Serving as an important part of the Information Warfare Community in itsmission to gain a deep understanding of the inner workings of adversaries and develop unmatched knowledge of the battlespace during wartime.
· Collecting, processing, analyzing and reporting real-time signal intelligence.
· Leading Information Warfare personnel across a variety of military operations and delivering information warfare effects during exercises and operations.
· Developing and acquiring cutting-edge exploitation and defense systems.
· Utilizing computers, specialized computer-assisted communications equipment and conducting computer network operations
· Travel – approximately 25%
