ISI Professional Services is seeking a Construction Manager - Scheduler (CM-S) in Washington, DC who can provide scheduling interpretation and manipulation of the Integrated Master Schedules. The ideal candidate must have practical building construction understanding of the activities and durations associated with major construction, including appropriateness of modification fragnets insertion to real time construction schedules, and be able to review contractor’s schedule and updates to determine if the schedule reflects the actual sequence of work being performed, and identify contractor problems and or other areas of concern.

Duties and Responsibilities:

  • Confirm compliance with Critical Path Methods specifications section of each construction contract.
  • Review the original and current baseline schedule logic, durations and resources and monthly updates to the construction schedule and modification fragnet.  The schedule is cost and resource loaded.  This will require periodic meetings with the VA and the construction contractor, either by teleconference or on site, as determined at a later date. Project Schedule Management software Primavera P6 will be utilized. 
  • Attend monthly meetings (teleconference) to update the schedule with project stakeholders .  
  • Shall perform monthly analysis of critical path, upcoming submittals and critical submittals that will impact the schedule, time growth from the previous month and reason for the growth, an expenditure S-curve and clear graph showing the project status with regards to the expenditures and the time as it relates to budget and schedule, etc.  Also, evaluate any challenges that are  impacting the schedule such as logic issues, crew size, etc.  and make recommendation to customer.
  • Develop, implement and maintain cost control systems, that will alert project stakeholders of potential progress schedule delays.  Assist stakeholders in predicting the duration of the project and the scheduled cost involved. 
  • Utilize Primavera P6 for documenting progress, processing requests for information (RFIs), preparing draft contract modification documents for stakeholders.  Maintaining an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the general administration and conduct of office operations.
  • Project complications may require specialized evaluation and unique scheduling analysis techniques.  CM-S shall be prepared to provide creative recommendations that will best serve the health of the project schedule and represent the government’s best interest.
  • Reviews the Architect / Engineers (AE) design from conceptual to the final construction documents; facilitate the development of phasing, construction schedule and Risk analysis and mitigation plan.  Supports the Project team in managing cost loaded design and also the Project Integrated Master schedules.
  • Develops cost and resource loaded CPM schedules utilizing Primavera P6 .  Reviews contractor’s detailed schedules and updates and determines if the schedule reflects actual sequence, contractor problems and/or other areas of concerns.  Makes recommendation for schedule improvements.
  • Analyzes risks and advises Project and Field construction management teams in schedule risk management.
  • Reviews quality and relevance of updates during construction; studies inclusion of change orders and determines impact on duration and logic of other work activities and project completion. Develops fragnets for CO analysis.
  • Makes recommendations to the Contracting Officer of the amount of compensable damages and other contract adjustments which may be appropriate, including any credits or offsets. Review and comment on any agency audit reports.
  • Analyzes trends in major and other construction claims, identifies causes and develops new policy and operating guidelines on claims reduction.
  • Resolves the difficult technical issues and problems that arise within construction scheduling and serves as the “expert” in support of the difficult litigation cases for the Office of General Counsel.  Reviews overall merit of claims pertaining to time delays and technical issues.
  • Prepares written reports that shall address documents reviewed, problems encountered, factual discussion and graphics such as CPM schedules, bar graphs, charts, exhibits, and recommendations for final disposition.

Education, Certifications, Affiliation:

  • The CM-S shall possess a degree from an accredited institution of higher learning.   Specialized Schedule Evaluation education will be considered.

Relevant Project Experience:

  • Minimum 5 years of documented Primavera P6 scheduling experience in the development and maintenance of Multi-Phased CPM schedules from initial submittal to project activation on large capital projects. (10 years’ experience strongly preferred)
  • It is preferred if the CM-S’ experience shall include 5 years’ experience on Federal projects.

Required Skills and Knowledge:

  • Ability to analyze Change Order Fragnets, critical path, activity duration, schedule delays and potential claim situations.
  • Ability to review design and construction plans against existing site conditions, including appropriateness of modification fagnets insertion to real time construction schedules. 
  • Ability and knowledge to develop cost and resource loaded CPM schedules utilizing Primavera P6.  Review contractor’s schedule and updates to determine if the schedule reflects the actual sequence of work being performed and identify contractor problems and or other areas of concern.
  • Ability to review the quality and relevance of project updates during construction and review and make recommendations for the proper placement and validity of the contractor’s submitted change order fragnets and determine the impact of the work activities on the overall project completion.
  • Ability to review and make recommendations to the Contracting Officer with regard to the contractor’s request for time extensions and requests for equitable adjustments in compliance with the project network analysis specification. This will include a written analysis of the contractor’s claim or request for equitable adjustment for the purpose of assisting the Contracting Officer in rendering final decision or in anticipation of litigation.
  • Ability to analyze the initial baseline schedule for compliance with the project specifications and provide comments and recommendations with regard to acceptance of the schedule including any phasing and sequencing of construction activities and cost loading of work activities to ensure monthly invoices are reasonable and not front-end loaded.
  • Have a working knowledge of Earned Value Management systems with the ability to develop, update and present EVM graphs stakeholders.

Communication, Language, and Software Skills:

  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Ability to exercise good interpersonal skills.
