Summary: 

Island Creek is seeking a Senior Cartographer to provide on-site Geographic Information System support to Real Property for the United States Air Force (USAF) 787th Construction Engineering Squadron at Joint Base McGuire-Dix-Lakehurst (JB MDL) in Lakehurst, New Jersey. 


Duties/Responsibilities:

  • Assist the Installation Management Real Property staff in CEIAP with numerous projects and surveys for the management of the JB MDL built and natural infrastructure including, but not limited to buildings, structures, linear structures and space allocation management and accountability at JB MDL. The contractor shall apply principles of Geographic Information Systems (GIS) and Uniform Facilities Criteria (UFC) to provide expertise in the areas of Real Property management and accountability.
  • Support the Installation Management Real Property staff in developing a comprehensive management approach to delineating the JB MDL physical and built infrastructure, and creating or expanding GIS databases with the specific goal of demonstrating compliance with Air Force requirements and Department of Defense Financial Improvement Audit Readiness requirements for management and accountability of buildings, structures, linear structures, land, non-equity assets in the accountable property system of record at JB MDL.
  • Assist in the performance of real estate functions relating to the management and accounting for all government owned real property and non-equity assets at JBMDL, assist in the physical inspections, inventories and existence and completeness validations of all buildings, structures, linear structures, land and non-equity assets at JB MDL and conduct compliance inspections of leased or federally owned facilities at JB MDL in accordance with Air Force requirements and applicable federal laws, recommend execution of real estate programs and policies in accordance with environmental laws and directives, assist in accurate physical inspections and inventories, surveys and compliance inspections, have experience in inputting data into NexGen IT (which is the centralized database that accounts for and manages real estate assets), assist with performing annual Boundary inspections for the installation to ensure that any encroachments onto the base boundary are resolved by removal, if practical, or preparing an appropriate real estate instrument, and possess the skills necessary to read and interpret a metes and bounds survey which is required to perform the required Boundary inspections for JB MDL.
  • Support the Installation Management staff in carrying out project management functions such as gathering technical information on material for any and all potential projects impacting the natural and physical built infrastructure at JB MDL, follow-up on delivery of material to ensure completion of projects on schedule and entering data into the base GIS database from physical inventories, field surveys, site visits and existence and completeness validations.

 

Required Skills/Abilities:

  • Experience utilizing AutoCAD, Arc GIS, and Microsoft Office applications. Knowledge of Spatial Data Standards for Facilities, Infrastructure, and the Environment (SDSFIE), Federal Geographic Data Committee (FGDC) Content Standard for Digital Geospatial Metadata, and the FGDC Geospatial Positioning Accuracy Standards.
  • Expertise in editing and managing SDSFIE geodatabases, developing and implementing GIS program initiatives, data quality evaluation, data development and solid project management skills and techniques.


Supervisory Responsibility:

This position does not include supervisory responsibilities.

 

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday 7:00 am to 4:00 pm.


Travel:

Local travel is required for this position. A valid state issued driver’s license is required. 


Required Education:

BA/BS in Cartography, Geography, Geomatics, Surveying or other technical degree from an accredited college or university as recognized by the U.S. Department of Education.  ALLOWABLE SUBSTITUTION:  AA/AS in Cartography, Geography, Geomatics, Surveying or other technical discipline from an accredited college or university as recognized by the U.S. Department of Education with an additional two (2) years of experience in the functional duties; OR High School Diploma/GED with an additional four (4) years of experience in the functional duties.


Required Experience:

Ten (10) years of experience as an GIS Analyst

 

Work Authorization/Security Clearance:

This position is subject to a criminal history background check and Wants/Warrants check.  Ideal candidates will currently have installation access to Joint Base McGuire-Dix-Lakehurst (JB MDL), however, candidates with US Citizenship or non-U.S. citizens with a Work Permit Visa, Passport, or Alien Registration Card with immigration number will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and pass a criminal history background check and Wants/Warrants check.
