Location: Washington, D.C. (Hybrid)

Background:
Seeking a contractor to provide enterprise architecture support to help establish the foundation for Collibra implementation plans.
Qualifications:
- 10 years of experience in enterprise technology, enterprise data strategy, enterprise data
architecture and data management framework. Specific work experience including but
not limited to architecture design and integration, systems lifecycle management, infrastructure planning and operations.
- 5 years of leadership experience in data governance and master data management concepts and solutions (e.g., metadata, lineage, data quality, etc.)
- Excellent interpersonal skills, as well as written and verbal communication skills.
- Extensive client facing and consulting experience and skills, especially supporting senior leaderships in decision making at the enterprise level.
- Ability to elaborate value of data governance to both business and technical stakeholders.
- Excellent analytical, problem-solving, organizational, and project management skills.
- Experience with data modeling (conceptual, logical, physical) and understanding of
- ETL/ELT processes design and infrastructure administration.
- Ability to discuss data abstractions (entities, attributes, tables, columns, documents, and sematic relationships between entities) with both technical and non-technical stakeholders.
- Ability to discuss technical abstractions (server, service, repository, patterns, queries, streams, queues, etc.) with both technical and non-technical stakeholders.
- Experience in the development of key data policies and guidelines (e.g., Data Quality, Data Definition, Data Ingestion/Creation)
- Experience with federal requirements for information security, privacy, and risk assessment standards such as FISMA, SOX, FedRAMP, etc.
- Experience in agile methodology, techniques, and frameworks, such as Scrum, Kanban to deliver solutions.
- Experience in change management (e.g. Ability to represent key sponsor/stakeholder priorities effectively)
Responsibilities:
- Review Collibra implementation plans to meet the given timeline or recommend adjustments as needed.
- Lead the functional (analysis, design etc.) and technical (software installation, BPMN workflow engineering, setting up scripts, calling (web)service APIs, adding a Java module, integrations with target systems etc.) implementation of Collibra.
- Integrate Collibra implementation plans into “NextGEN” and “Admin Data Hub” plans and identify the priority for onboarding data.
- Help design our Collibra community to easily share and reuse common metadata between System and company communities.
- Set up our Collibra DGC to automate our DSA & ISA processes to manage our DSAs & ISAs integrations.
- Identify technical team roles and resource gaps in our implementation plans and ongoing maintenance for Collibra.
- Define the data domains and determine decision boundaries between them.
- Document the data value chain taking into account our current maturity and results on the DCAM assessment.
- Translate the business capabilities into data management capabilities that we will target in future development plans for the product and as new roles for the team.
- Incorporate data architecture standards and best practices into our data strategy.
- Create process for valuation and inventory of data assets.
- Translate business data pain points into relevant use cases.
- Develop and design presentations, reports, and other deliverables.
- Develop and maintain a project plan to track progress and ensure timely delivery and review.
- Conduct a weekly status meeting with key stakeholders.
- Present at monthly executive briefing.
- Provide a weekly status report of project tasks to manager.
