General Summary
The Compliance Manager will lead and direct all avenues for ensuring compliance with US Federal Government contracting regulations, including but not limited to FAR, DFAR’s, and CAS. Works with Finance and Accounting Department.
Essential Duties and Responsibilities
Develop and maintain working knowledge of the Federal Acquisition Regulation (including the Department of Defense and other Supplements) and Government Compliance subject areas including but not limited to: Cost Accounting Standards/Government Contracting Accounting Systems; Billing Systems; Time and Labor Systems; Purchasing Systems; Material Management; Government Property; Cost Estimating/Bid Proposal Development and Negotiation Practices; Contract Administration
Liaison between DCAA/DCMA/ACO and management within the Sector, communicate within and outside of organization to explain and influence changes to policies, practices, or approaches
Implement significant improvements in processes, systems, or products
Independently and objectively plan and execute system reviews
Prepare and coordinate Incurred Cost Claim, FPRP & DS submissions
Manage Pool setup/development/audit
Review and audit the submission of other companies Incurred Cost Submissions (ICS)
Identify and analyze related key controls, processes and systems to determine effectiveness
Effectively interact with and communicate audit status and results to Internal Audit and Business Unit management, with emphasis on discussing deficiencies and understanding corrective actions
Support DCAA audits of Incurred Cost, FPRP, floor check & system audits
Interface with company-wide Contract Compliance groups and DCAA
Develop a business system audit plan
Conduct Government systems audits per the submitted schedule to corporate
Other duties as assigned
Knowledge, Experience and Skill Requirements
Minimum of 10 years related experience in Government Contracting
Minimum of 8 years of accounting and/or Government Compliance experience
Advanced knowledge of Microsoft Excel
Advanced knowledge of indirect pools and rate application
Extensive Knowledge of FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement)
Experience with Business System Audits
Bachelor's degree in Business, Accounting or Finance or a related degree required.
Detail oriented with good organizational skills and capable of multi-tasking
Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
Proficient with Microsoft Office products
Excellent communication skills (written, verbal, & presentation)
