Position Overview
This position administers and maintains the County’s Geographic Information Systems (GIS).
Grade 26
Anticipated Hiring Salary Range: $50,453.22 - $60,772.10 depending on experience.
Duties and Responsibilities
- Develops, implements, and coordinates county-wide and departmental GIS functions, services, policies and strategies.
- Provides technical advising, training, and assistance to county staff.
- Implements standards and procedures for GIS database and base map maintenance and administration.
- Maintains liaisons with relevant regional, state, and national GIS activities.
- Performs studies of various agency operations to define problems and determines methods to develop GIS applications to facilitate ease of use, including customization of desktop applications.
- Develops the county’s GIS Strategic Plan.
- Performs data analyses and data conversion.
- Coordinates the acquisition of new spatial data and supervise the integration of data into the organization’s GIS.
- Develops and manages quality control procedures for data and metadata.
- Performs spatial analyses and creates information products from the GIS and related software and subsystems.
- Designs, develops, tests, documents, and certifies applications, programs and systems functionality.
- Creates and publishes feature services, web maps, and web mapping applications.
- Coordinates GIS activities with programmers and technicians.
- Provides support for GIS data conversion, systems integration and development and implementation of systems and applications.
- Provides support for cartographic design and high-quality map production.
- Designs and implements training plans.
- Assists in training in various aspects of the GIS software and database creation and use.
- Diagnoses and “troubleshoots” problems experienced with the use of GIS and related software and/or web mapping applications.
- Consults users to identify new data/software requirements.
- Prepares project plans, and directs vendors (consultants) and internal project teams to accomplish plan tasks in order to meet user/ data/software requirements.
- Automates data management tasks using Python and/or SQL Server.
- Performs other related job duties as assigned.
Education and Experience
Bachelor’s Degree in GIS, geography, computer science, engineering, cartography, or related field; two (2) to four (4) years of directly related experience in the use of ESRI products or an equivalent combination of education and experience. Prefer two (2) to four (4) years of experience and proficiency with: Microsoft SQL Server enterprise database systems; Transact SQL, Python, and Spatial SQL scripting languages; ESRI’s suite of products to include, but not limited to, ArcGIS for Desktop, ArcGIS for Server, Arc Pad, and ArcGIS Online; GPS systems and data management. Prefer project management experience.
Licenses or Certifications:
Possession of a valid, State of North Carolina driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment. GIS Professional certification, or certificate, or four years of equivalent experience required. North Carolina Property Mappers Association Regular Mapper Certification earned within four years of employment. Jackson County residency is required within six months from hire
Knowledge, Skills and Abilities
- Knowledge of County and departmental policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of ESRI’s ArcGIS suite of products.
- Knowledge of ArcGIS Online and the ability to develop and maintain web mapping platforms using ArcGIS for Server and ArcGIS Online.
- Knowledge of GPS collection and the involved technology.
- Knowledge of the workings of GIS enterprise databases.
- Knowledge of the Microsoft Office suite of products: specifically, the ability to manipulate data in Excel and Access with formulas and queries.
- Knowledge of modern office practices and procedures.
- Skill in prioritizing and organizing work.
- Skill in oral and written communication.
- Skill in the use small office equipment, including copy machines or multi-line telephone systems.
- Skill in using computers for data entry, word processing, and/or accounting purposes.
- Ability to read and understand maps, drawings, site plans, subdivision plats, and permit applications.?

- Ability to draft correspondence, official replies, gather and maintain technical and statistical data, and publications and reference materials.

- Ability to manage multiple projects in an ever-changing environment.
