Job Summary:
JCCA’s mission is to provide the highest quality child welfare and mental health services to New York’s neediest and most vulnerable children and families to ensure that their safety, permanency and well-being leads to a life of stability and promise.
This position is to provide leadership, training, supervision, guidance and support to program staff and is responsible for communication of all policies and procedures. The Supervisor is responsible for ensuring the mission and core values are incorporated to the day to day function of staff with direction with regard to excellence in practice utilizing a Family Centered and Strength-Based model of approach. This position is a critical part of our Campus Services Foster Care Department and will work closely with the Campus Interdisciplinary Team.
This position is to lead and facilitate the appropriate assessment and placement of referred youth for the Campus Programs from a variety of referral sources. Foster and maintain collaborative and informed relationships with referral sources to ensure healthy referral pipeline while managing and reporting census.
Essential Generic Job Functions:
· Lead the review, interview, acceptance, rejection, and admission process for all Campus referrals
· Proactively establish and nurture relationships with CSE Districts and LSDSS Counties to increase and fortify diverse referral sources
· Work with the interdisciplinary leads to ensure effective medical, psychiatric, and cognitive screening of referrals to determine course of referral
· Review each referral through a therapeutic lens to assess whether the youth’s emotional, physical, educational, developmental, medical, and psychiatric needs can safely be met in Campus programs
· Participate in Campus Meet and Greets (Pre-Placement Interviews)
· Lead and participate in the process of emergency placements in appropriate programs
· Train and support interdisciplinary leads in effectively participating in the Meet and Greet Process
· Lead the Meet and Greet Process to ensure proper and timely completion of the forms and decision making
· Follow up with additionally requested or needed information, documents, evaluations, etc
· Serve as main point of contact with all items of communication with the referral source and families related to interviews, and overall process facilitating admissions and ensuring effective and informed rejections.
· Represent and serve as a Liaison and collaborate with LDSS, child welfare agencies, Courts, hospitals, community partners, agency donors, and other governing and oversight systems
· Work collaboratively with and serve as back up to the Intake Coordinator
· Ensure all data tracking related to referrals and placements are accurate and up to date in Connections and internal database
· Facilitate weekly census meeting with Campus Leadership and Complete admission related tasks which include but not limited to Connections case assignment, ACS QI notification, and admission progress note
· Manage ACS Placement Module related items with referrals, rejections, and acceptances
· Ensure the early engagement of families and the provision of concurrent planning and aftercare services; and monitor issues associated with service delivery
· Responsible for the administration and oversight of case planning and management components of the services provided to youth and their families.
· Responsible for ensuring and tracking Team performance and statistically tracked deliverables with JCCA, LDSS, OCFS, and Federal policies, mandates, and procedures.
· Ensure staff preparedness, compliance, and participation in all legal matters including paperwork, reporting, and testimony in Family and Criminal Court proceedings.
· Timely review and approval of all required paperwork and ensure contacts are entered in in CNXX timely.
· Responsible for ensuring timely entry of all supervisory documentation responsibilities
· Participate the Inter-Division and Interdisciplinary process to identify foster parent resources, youth matching process, and successfully step youth down into a less restrictive level of care.
· Provide leadership, team building, supervision, training, evaluation, and retention of Supervisees.
· Participate in the hiring, progressive discipline process, approval process around work schedules, vacations, and all other time off, and overtime within the context of agency policy and procedures
· Provide crisis management and intervention as needed
· Facilitate meetings within program, clients, outside stakeholders (FTCs, Red Flags, Deconstruction, etc.)
· Administratively fill in as needed and provide backup coverage in absence of staff, including court testimony
· Perform regular case record reviews in ensuring that regulatory requirements are met.
· Participate in the preparation, coordination and completion of audits and regulatory agency reviews.
· Support all functions that attain and maintain accreditation and compliance with regulatory agencies.
· Ensure provision, compliance, performance, and timely billing of Article 29i services.
· Participate in on call rotation
· Participate in all mandatory trainings and optional trainings that enhance practice
· Other tasks as assigned
Knowledge, Education and Skills Required:
- Licensure Required (LMSW, LCSW, LMHC, LMFT)
Knowledge, Education and Skills Preferred:
· Knowledge of community resources and ability to effectively negotiate systems for multi-problem families.
· Experience with drug treatment populations preferred
· Typing skills and computer literacy required
· Excellent interpersonal skills
· Spanish/English preferred
Required Certification/Licensing:
- Drivers’ license
Physical Requirement:
- While performing the responsibilities of the job, the employee is required to perform light recreational activities (i.e. walking, swimming or playing basketball)
- While performing the responsibilities of the job, the employee is required to frequently communicate with clients who have inquiries about services that you are providing. Must be able to exchange accurate information in these situations.
Salary Range: $65,000-$80,000
