Description: Jefferson County’s Clerk & Recorder department has a vacancy for the position of Clerk to the Boards and Commissions! This position is responsible for the administration, scheduling, and facilitation of the hearings for the Board of County Commissioners (BCC) meetings. This individual prepares minutes and resolutions for the BCC, Liquor Authority, Cultural Council and Citizen Review Panel. Prepares court ordered transcripts and legal notices. Performs contract maintenance, clerical duties, and liquor licensing. Functions as a notary public and assists with elections. Reports to the Deputy Clerk to the Board. The Board of County Commissioners act as the governing body of the county, setting policy and approving the county-wide budget. Jefferson County has three commissioners as mandated by state statute. They are elected county-wide, representing one of three districts, to four-year staggered terms. They hold public hearings, staff briefings and work sessions, on most Tuesdays, in which the Board may approve contracts, expend funds, hear testimony, make decisions on land use cases, and take care of other county matters. The Ideal Candidate: The Clerk to the Boards and Commissions develops strong relationships across the county, has exceptional communication and organizational skills, and is an expert at multi-tasking, keeping track of deadlines, prioritizing, and anticipating needs. The candidate regularly interacts with the County Managers office, Jefferson County Elected and Appointed Officials, key stakeholders, and constituents. The ideal candidate excels at running and facilitating large, public-facing meetings in an efficient and professional manor. The candidate may help outline and draft correspondence, documents, and meeting presentations. This person must be innovative, politically minded, polished, and relentlessly detail oriented. The candidate must also have the proven ability to move between diverse tasks with ease and must thrive in a fast paced and dynamic environment with constantly evolving priorities. Schedules meetings for Liquor Authority and Cultural Council. Attends and record hearings. Prepares, proofs, certifies, and records resolutions. Maintains official records. Prepares court ordered transcripts, legal notices, and research information for public and county employees. Reviews and processes liquor license applications. Accepts, checks, and organize documents and forwards to the Sheriff's Office and the County Attorney's Office for vetting. Prepares and signs legal notices. Obtains Jefferson County Health Department approval. Prepares minutes and resolutions. Send appropriate documents to the Department of Revenue. Prepares licenses for the applicant. Renews liquor licenses and process changes to liquor applications. Tracks and updates liquor information. Performs data entry word processing tasks in spreadsheets and file maintenance software programs to scan, file, track, store, index, and research documents. Performs administrative duties, including time management and routine clerical duties. Plans and coordinates workflow. Responds to customer service inquiries. Serve as notary public. Makes daily deposit. Assists with elections. Issues passports and provides customer information and forms. Accepts, checks, and organizes passport documents according to the rules set out by the U.S. Department of State. Completes and execute forms. Assembles photographs and applications. Serves as customer liaison with Passport Issuance Agency. Other duties and responsibilities as assigned. High attention to detail when proofreading/correcting written reports Strong time management and prioritization skills Advanced knowledge of Microsoft Word, Excel, Access, Outlook, SharePoint and FrontPage. Experience clerking high-level meetings requiring detailed notation Strong understanding of the nuances of government Ability to work collaboratively with the executive team on strategic planning, change initiatives, and decision-making. Superior interpersonal, written, and verbal communication skills working with individuals, groups, and staff.
