Jimale Technical Services is seeking an experienced high caliber Construction Manager to manage long-term, multi-million dollar school capital improvement construction projects. The ideal candidate will be the public persona for this project and will need to seek out creative solutions to combat institutional racism and promote a healthy multiplicity of perspectives and lived experiences while interacting with the community, School Board, and other stakeholders.


IMMEDIATE NEED
The Construction Manager (CM) ensures that the construction management team performs in accordance with contract terms and conditions to facilitate successful project delivery.

Responsibilities


Construction Management
• Manages the full scope of complex and high dollar contracts ranging from $5M to over $300M.
• Leading teams in a matrixed organizational structure to deliver completed projects by managing scope/quality, schedule, and budget from pre-design, through design, construction and post-occupancy phases.
• Participate in planning meetings with design professionals.
• Oversee development of timelines and critical path scheduling, including phasing to facilitate ongoing school activities.
• Services contracts managing overall tasks.
• Conduct regular reviews of schematic design drawings, design development drawings and construction documents.
• Develop and communicate facility design guidelines and outline specifications to ensure project compliance.
• Oversee pre-construction planning with design team, contractors and school sites.
• Oversee facilitation of building start-up and commissioning.
• Oversee development of punch lists and successful completion.
• Coordinate with other departments to ensure District needs are being met.

People Management
• Identifies and works with consultants and contractors to expedite problem-solving and avoid delays in the work by attempting to negotiate and resolve sensitive and controversial issues at the lowest level.
• Coordinate architect, engineer, and construction consultant selection according to district policies.
• Oversee training of building users and maintenance staff on use of building systems.
• Conduct annual evaluations of staff under supervision.
• Inspire, motivate, and empower people to do their best work.

Budgeting
• Assist in developing project budgets though all phases of construction.
• Managing subconsultant budgets.

Reporting
• Provide periodic construction progress reports for administration, Bond Accountability Committee, and Board of Education.
• Report project status including safety, quality, cost, and schedule.
• Document progress of on-site construction observations.

Administration
• Oversee payment applications and change order requests.
• Ensuring timely and accurate invoicing and work products.
• Oversee requests for qualification and requests for proposals.
• Review, negotiate and manage professional services contracts.
• Present recommendations for contract awards.
• Review proposals and assist with a ranking according to established criteria.
• Review contracts and agreement documents.
• Oversee coordination of project completion, collection of close-out documents, and processing   final payments.
• May assist assembly of contract documents.
• Proficiency in a variety of software applications including industry-typical construction project management, scheduling or budgeting software.

Communication

• Represent the District with the utmost professionalism in public settings and to demonstrate a high level of customer service when working with internal and external stakeholders.

• Develop and deliver formal and informal presentations.

• Strong verbal, written communication, interpersonal and negotiation skills for communicating and coordinating project activities.

• Will need to seek out creative solutions to combat institutional racism and promote a healthy multiplicity of perspective and lived experiences while interacting with the community, School Board, and other stakeholders.

Experience
• Comprehensive knowledge of planning, design management and construction administration.
• Multidisciplinary projects involving large design teams including experience performing constructability, value engineering and scheduling reviews.
• Develop and review design/construction project scopes.
• Ability to interpret construction drawings and specs to identify discrepancies.
• Project oversight over the entire lifetime of a single large-scale project or involve coordination and oversight between multiple sites

 

• Oversight between multiple sites with higher construction volumes, challenging schedules and unique situations where deep technical knowledge, expertise and experience are essential.
• Familiarity with various project delivery models (design/build, design-bid-build, and CM/GC).
• Background or understanding of the local North and Northeast Portland community, culture, and history will be especially appreciated.

Qualifications

• Experience in construction or renovation of K-12 public education or a large, multi-unit public sector organization.
• 5 years of experience managing large, complex capital projects from pre-planning to close-out processes including record documents and O&M manuals.
• Experience with developing complex budgets, schedules and estimates with project information and details.
• Knowledge of current construction techniques and contract administration.
• Bachelor's degree in Architecture, Engineering, Construction Management, or a closely related field.
• Experience supervising direct reports and managing a team of people.
• Experience in developing and managing stakeholder engagement plans and strategies for multiple audiences with different needs that align with district/project goals and needs.
• Familiar with local permitting processes, including building and land use permits for high-dollar or technically complex projects.

Required Licenses or Certifications

• Valid Driver's License.

Preferred Licenses or Certifications

• Registered Professional Engineer or Architect License.
• Certified Construction Manager issued by the Construction Management Certification Institute.
• Certification as a Project Management Professional by the Project Management Institute.
• LEED Certification.
