GENERAL SUMMARY
Under the direction of the Commissioners Court, the County Engineer will direct, oversee and coordinate the operations of the Engineering Department and the activities of its employees, including the planning, design, inspection, and contract administration of the engineering related projects.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Provides engineering expertise in engineering projects including reviews, evaluates, and approves variety of engineering and construction documents which would include drawings, plans, design and specifications.
- Assist Commissioners with review and design to determine watershed and drain issues, provide assistance with ROW, signage and guardrail issues. Provide technical assistance with roadway stabilization and materials.
- Reviews and administrates engineering agreements and contracts.
- Oversees construction projects to ensure contractor compliance.
- Assists Public Works Director, subdivision developers and homeowners with subdivision plats and development plans. Reviews all prior to Commissioner’s Court Approval.
- Addresses flood plain concerns, questions and issues.
- Assists with coordination of MS4 requirements and goals.
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
- Performs other related duties of a similar nature and level as assigned.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s Degree from an accredited college or university with major course work in Engineering and 3 years of engineering related experience.
Possession of registration as a Professional Engineer in the State of Texas or ability to obtain within six months of employment.
KNOWLEDGE, SKILLS, and ABILITIES
- Knowledge and experience in Engineering related to current methods and techniques applied to road and bridge design, floodplain management, and other related engineering projects applicable to unincorporated areas.
- Understand county and state laws relative to the County engineering projects
- Ability to work with inspectors in the field
- Understand surveying
- Knowledge of road construction
- Understand subdivision rules and inter local agreements
- Understand the needs of the Precincts
- Supervise and evaluate employees
- Prioritize and assign work
- Train and manage personnel
- Works independently
- Apply listening and interview skills, work under pressure, address conflict, solve problems, and make sound split-second judgments
- Read, analyze, and interpret standards, policies, procedures, and regulations

- Establish and maintain constructive and cooperative interpersonal relationships with Commissioners Court, Elected Officials, Department Heads, and staff, as well as with staff of outside entities and other individuals, as applicable to the essential duties and responsibilities
