Job Summary:
Provides leadership and effective management of the operations and oversight of clinical program and clinical and support staff, ensures clinical quality and standard of care in mental health residential facility.
Essential Responsibilities:
- Administrative: Provides effective management for day-to-day operations of 24/7 residential mental health services. Schedules and assigns qualified mental health professionals and on-call staff. Develops operational and clinical protocols and procedures in collaboration with medical director and administrator.
- Clinical: Oversees provision of clinical services in residential facility, develops clinical program in collaboration with medical director and administrator. Provides direct clinical and administrative supervision for mental health professionals including intake coordinator. Maintains current knowledge in best practices in the specialty area of mental health and develops program consistent with these. Provides oversight of liaison and coordination of referrals, as provided by the intake coordinator, between outpatient mental health department, the emergency department, and external referral sources. Provides assessment; individual, family and group treatment; and discharge treatment plans.
- Quality Assessment, Improvement and Utilization Management: Establishes and maintains therapeutic clinical standards of care, in collaboration with medical director and assures the quality and appropriateness of non-medical clinical care, including clinical programming, patient satisfaction, internal and external customer/consumer satisfaction. Monitors clinical outcomes in collaboration with Medical Director and Administrator. Provides leadership and facilitate program development, including formulation and implementation of policy, procedures, services and treatment approaches; and leadership of case conferences and team meetings. Assists in tracking patient care information as required by regulatory agencies and assists QM in audits and documentation. Monitors compliance federal, state, local and hospital regulatory and clinical standards relating to treatment provision for mental health residential services. Assures appropriate education and training of all staff in preventing and managing aggressive behavior and transporting mental health patients. Monitors staff compliance and assists in preparation for state reviews. Ensure appropriate documentation of all care in patients permanent medical record in accordance with accepted medical/legal standards. Addresses member concerns.
- Personnel Management: Assures that organization Human Resource policies are followed. Hires, utilizes LMP and Human Resource corrective action and termination processes. Directly supervises affiliated clinicians, including intake coordinator and Occupational Therapists. Directly supervises administrative support staff. Conducts annual performance appraisals for affiliated clinicians, and collaborates with affiliated clinician to develop performance plans. Conducts annual performance appraisals for support staff, and collaborates with support staff to develop performance plans. Provides orientation and training to clinical staff and support staff. Manages and resolves staff conflict.
- Liaison: Liaison and coordinate with internal and community mental health partners. Provide educational inservices to outpatient mental health and hospital clinical staff regarding appropriate clinical treatment of Kaiser Members with mental health problems. Participates in outpatient Mental Health Department meetings monthly.

Experience
- Minimum five (5) years of clinical experience and two (2) years of supervision of professional staff.
Education
- Masters degree in mental health field.
License, Certification, Registration
- Psychologist License (Oregon) OR Licensed Marriage and Family Therapist (Oregon) OR Professional Counselor License (Oregon)
- Licensed Clinical Social Worker (Oregon)
