What are the responsibilities and job description for the Clinical Pharmacy Director position at Kaiser Permanente?
Under the direction of the Area Pharmacy Director, is responsible for the overall management and performance of Clinical Pharmacy Services across the Service Area. Ensures compliance with Federal and State laws and regulations, regulations and standards regarding the provision of pharmaceutical services, Statewide Pharmacy objectives, policies, and procedures. Assists the Area Pharmacy Director with the planning, development, and implementation of local and divisional strategic initiatives in Pharmaceutical Care. Directs and leads the management and staff to implement quality and utilization standards. Partners with administrators, providers, and pharmacy directors and managers to ensure quality and cost effective pharmaceutical care.
Essential Responsibilities:
- Assists the Pharmacy Leader with the development and implementation of CA Division pharmacy strategic initiatives which are designed to enhance quality, improve member service, and enhance cost effectiveness (e.g. Clinical Management of Pharmaceuticals).
- Provides leadership and direction to pharmacy department supervisors, lead personnel, and staff including hiring, evaluating, and coaching.
- Develops a team of professionals who plan and implement departmental goals and objectives.
- Responsible for pharmacy services, performance measurements, and regulatory compliance with Federal and State laws, regulations, standards, TJC, OSHA, SBOP, Statewide & Departmental policies and procedures.
- Administers all departmental policies and procedures.
- Accountable for pharmacy quality, service, and fiscal outcomes.
- Assist in the planning, development and implementation of Ambulatory Care Pharmacy Services, Drug Education and Drug Use Management initiatives, and Oncology services/programs for an entire Service Area or assigned area within a Service Area (including Outside Networks).
- Responsible for personnel management activities (e.g. recruits, hires, trains and evaluates, and/or terminates subordinate exempt and hourly personnel), involved in area strategic workforce planning and succession planning.
- Strategically develops service initiatives to meet the demands of future pharmacy growth. Identifies and implements opportunities to leverage multiple pharmacy resources.
- Ensures that the department(s) business plan integrates with the Area and Regions Pharmacy Services Business Plan. Integrates Ambulatory Care and Drug Education activities with Service Area and CA Statewide Pharmacy Services Business Plan.
- Works in collaboration with providers, department heads, Drug Education Coordinators, Clinical Pharmacists and the Pharmacy Management Team to implement quality and pharmaceutical care programs to enhance quality, member service and cost effectiveness.
- Serves as pharmacy leadership point of contact by developing strong collaborative relationships with Medical Center Area leadership and the Medical Group to achieve Medical Center Area goals.
- Provides leadership in the development and implementation of capital and operating budgets.
- Oversees Oncology Services, which includes oversight of licensed Oncology pharmacies (may include Outpatient, Inpatient, Sterile Compounding and The Joint Commission accredited locations).
- Accountable for management and maintenance of oncology and/or infusion center pharmacy pharmaceutical drug inventory.
- Prepares and/or approves the bi-weekly payroll, and monitors personnel utilization in accordance with the operating budget or workload requirements.
- Responsible for development and management oversight of programs and personnel to manage drug utilization and costs (e.g., CMOP, DUAT) and meet Regional goals. Liaison to the Medical Group leadership on drug utilization and drug use management and Population Care Management Programs involving Ambulatory Care Pharmacists and Medication Therapy Management programs under Medicare Part D (e.g., PCM, clinical imperatives). Involvement in Population Care Management programs planning at Regional level.
- Responsible for pharmaceutical care activities including drug education, pharmacists clinical role expansion, patient care, performance measurements, employee development, competency assessment, standards of practice, multidisciplinary team development, quality and cost outcomes.
- Direct or coordinate the Pharmacy Residency Program for the Service Area and the student clerkship programs for the Ambulatory Care Services and DEC Program if offered as student rotations.
- Performs other duties as required.

Basic Qualifications:
Experience
- Minimum two (2) years Residency in Clinical Pharmacy OR two (2) years of directly related experience required.
- Minimum three (3) years of supervisory/management experience in an integrated delivery system or healthcare network comprised of multiple sites/facilities.
Education
- Bachelors degree in Pharmacy required.
License, Certification, Registration
- Pharmacist License (California)

- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
- Minimum three (3) years of management experience in an ambulatory pharmacy preferred.
- Pharm. D. degree preferred.
