You will lead the judicial branch through innovating its statewide financial system. This will involve leading a team performing advanced accounting duties and managing a staff of accountants and court-professional employees. You will also prepare detailed financial analyses and needs for the judicial branch budget. Work is performed under the supervision of the judicial administrator.
Examples of Work Performed
- Plans, assigns, and supervises activities of the accounting section and centralized payment center; helps prepare and maintain financial, budgetary, and payroll records; and documents, studies, plans, and develops necessary cost accounting procedures for effective fiscal control.
- Oversees and helps conduct financial reviews of district and appellate courts; trains judicial branch personnel on financial accounting practices and procedures.
- Manages the procurement, purchasing, and payment of claims for all judicial branch state-level funds.
- Supervises compiling financial data necessary for annual and other reports.
- Oversees preparing annual budget submitted to the Legislature, including compiling and entering financial data, projecting expenditures and revenues, and preparing narratives about various programs and budgetary items affecting the judicial branch.
- Supervises internal accounting of all receipts and expenditures; assigns and supervises auditing invoices and vouchers for accuracy, propriety, and requisite authority.
- Oversees the application process for federal, state, and other grant funds to use in judicial branch strategic initiatives and general branch operations; provides guidance to team about management and accounting for grant funds; assures compliance with grant guidelines and reporting measures.
- Monitor’s legislation affecting the judicial branch budget; meets with legislators, legislative branch staff, and executive branch staff.
- Leads a team of employees supporting excellence in the employment experience through challenging work assignments, development, and consistent accountability.

Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of accounting, budgeting, financial administration, and generally accepted accounting principles.
- Knowledge of state laws and regulations relating to fiscal affairs.
- Ability to plan, assign, review, and supervise the work of a staff of accounting professional and nonprofessional employees.

- Assists the director of personnel in overseeing employee discipline and other personnel areas, either personally or through assigned staff attorney.
- Provides legal support to draft contracts and research issues related to court service officers, district court clerks, court reporters, child welfare, dispute resolution providers, access to justice, language access, and specialty courts, either personally or through assigned staff attorney.
- Provides legal support and advice on matters related to fiscal operations of Kansas judicial branch and district and appellate courts.
- Performs related work as required.
Required Education and Experience: Master’s degree in accounting, finance, or related field and five or more years of experience in managing a financial team and overseeing complex budgets and financial systems. Ability to be resourceful in solving complex accounting problems, conducting detailed financial analysis of revenue and expenditure trends, and recommending changes in accounting policies and procedures. CPA certification highly desired.
