Title:
Budget Execution AnalystKBR is seeking an immediate hire for a Budget Execution Specialist to support and Army PEO Aviation Project Office in Huntsville, AL. This position will work with the Budget Execution Branch to provide overarching support to the Project Office and its Product Offices. This position responsibilities will include:
Budget Execution
- Maintain oversight and responsibility of all accounts.
- Maintain oversight and responsibility of various types of funding to include APA Base and OCO, RDT&E, OMA Base and OCO, OMA Reimbursable, FMS Admin and FMS Case.
- Review FDRs for accuracy and funding availability in accordance with Cost Model.
- Create Military Interdepartmental Purchase Requests (MIPRs) for requirements at Other Government Agencies.
- Create Procurement Work Directives (PWDs) for contracting initiatives.
- Create Purchase Requests for government purchase card and other activities.
- Develop and maintain current year Spend Plans for Cargo accounts with PEO Aviation HQ.
- Build project work breakdown structure elements for execution in line with guidance from higher headquarters and budget controls from Cost team.
- Develop the annual internal operating budget with manpower allocation and cost to each product line.
- Process travel budgets, authorizations, and vouchers for all travelers both organizationally assigned and cross-organizationally assigned.
- Process customer funding for other activities
- Audit
- Coordinate and respond with supporting documentation to the Quarterly Joint Reconciliation Program.
- Coordinate and respond with supporting documentation to the Army Audit Agency.
- Coordinate and respond with supporting documentation to Financial System of Record audits in GFEBS.
- Support and respond in a financial capacity to inquiries from:
- GAO, OSD CAPE, OSD PARC, and OUSD DPAP
- Various Army Staffs (DASA-CE, ASA(ALT), G3/5/7, G4, and G8)
- PEO HQ
- Reconciliation
- Coordinate and resolve all unmatched transactions with DFAS.
- Coordinate and resolve all intermediate error documents with stakeholders to record obligations and other financial postings correctly.
- Coordinate and resolve all open commitments over 90 days with other government agencies and Army Contracting Command.
- Coordinate and resolve all unliquidated obligations (ULO) with other government agencies and army contracting command before cancelling of the 5th year billing cycle.
- Assign unfunded requirements (UFRs) to available funding before expiration obligation authority.
- Reporting
- Coordinate all financial taskers with PEO HQ via financial system of record reporting.
- Provide execution status reports to the product offices.
- Develop and provide Monthly program office Business Review Board status briefings.
- Provide financial input for APBB Smart Charts, G8 Reviews, Weapon System Reviews and other executive level briefings.
- Ad Hoc reporting capability to respond to all financial inquires.
- Quarterly, Mid-Year and Year End financial close reporting.
- Create financial records/files of all financial transactions with record retention for 10 years.
The position will require a BS degree and min 4 years of relevant experience.

Salary : $93,800 - $119,000
