Family & Community Supervisor Revision Date: 8/20/2024 Department: Education Employment Status: Full-Time Program: Early Learning FLSA Status: Exempt Reports To: Early Learning Manager Supervises: Enrollment Coordinator Preference: TERO Ordinance 201-01, P.L. 93-638 Job Summary The Family & Community Supervisor will provide support to parents through collaboration with the teaching staff, supervisors and manager to ensure family and community engagement with the Head Start Program Performance Standard's model. The Family & Community Supervisor will assist in providing internal referral services, training, services, compliance monitoring, assessments and coordination with community partners. This position is responsible for oversight and development of systems to provide opportunities and support for growth of families so they can identify their own strengths, needs and interests as well as find their own solutions. The Family & Community Supervisor supports and assists families as they identify and meet their own goals through a family-centered model for developing and carrying out the program's Family Partnership Agreements with the direction and assistance of the Preschool Teacher, Infant Toddler Teacher, Supervisors and Manager. This position supervises the Enrollment Coordinator. The Family & Community Supervisor will work with the Early Learning staff to maintain compliance with Office of Head Start Program Performance Standards and Tribal Policies and Procedures. Essential Functions Coordinates and facilitates in the areas of parent involvement, organizational resources, social economic services, community resources, and cultural competency to promote the Head Start Program Performance Standards and the Head Start philosophy Designs, develops, identifies and distributes materials in areas of specialization, which include but are not limited to community resources, child abuse prevention, and parenting education, employment, and transportation Attends Early Learning Team meetings and other child specific staffing opportunities related to child health, child abuse, domestic violence, and psycho-socio challenges, and follow-up on family health/wellness and diversity issues Provides information, referrals and coordinates efforts to link staff and families with appropriate community resources Supervises the Enrollment Coordinator Utilizes data to determine training needs; design, deliver and/or schedule training to staff and parents on topics including specialized and multidisciplinary subject matter; and promote collaborative teaming via community organizations Participates in the planning and implementation of an annual program self-assessment process Develops ongoing monitoring protocols to ensure compliance with the Family Engagement Frame Work Assures Family Engagement Work Plans are up-to-date; review annually the meeting center procedures, Office of Head Start Program Performance Standards, and Tribal Policies and Procedures to be reviewed annually Serves as a liaison to the Na'ini Family Services and Social Services Teams, and work in full integration with all Tribal components and community partners Attends interagency, organizational and committee meetings as appropriate Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance It is the intent of this job description to highlight the essential functions of the position; however, it is not an all-inclusive list. Physical Requirements Stand or Sit (Stationary position) Walk (Move, Traverse) Use hands/fingers to handle or feel (Operate, Activate, Use, Prepare, Inspect, Place, Detect, Position) Climb (stairs/ladders) or balance (Ascend/Descend, Work atop, Traverse) Stoop, kneel, crouch or crawl (Position self (to), Move) Talk/hear (Communicate, Detect, Converse with, Discern, Convey, Express oneself, Exchange information) See (Detect, Determine, Perceive, Identify, Recognize, Judge, Observe, Inspect, Estimate, Assess) Pushing or Pulling Repetitive Motion Hazards and Atmospheric Conditions Exposure to Fumes Exposure to Dust Noise Chemical Hazards OSHA Categories Category II - Normal routine involves no exposure to blood, body fluid or tissue, but exposure or potential for exposure may occur Equipment and Tools List Equipment used for job: List Tools: Drives KIT or Personal Vehicle: Travel Local In-State Out-of-State Qualifications Education A Bachelor's Degree in Family or Human Services, or Education or a combination of education and experience in a related field may be substituted for a degree Experience One year (1) of experience in area of social services, family services or education-based environment Preferred Knowledge and experience working with cultural diversities License/Certification Must have a valid Alaska State driver's license and must remain insurable under the Tribe's policy Must have Pediatric/Adult CPR & First Aid, or be obtained within 30 days Special Skills Must have flexible schedule to accommodate family needs, may include some evening or weekend hours Must have knowledge and understanding of the impact that trauma has on the physical and emotional development of young children and their families, and experience working with those individuals Ability to independently organize, prioritize work assignments, and coordinate a variety of activities with good attention to detail and ability to deal with conflicting priorities and deadlines Demonstrated teaching or training skill Working knowledge of local community resources Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un'ina, visitors, co-workers and others This position is a Covered Position subject to all requirements of the Alaska Barrier Crimes Act (ABCA) and to the Indian Child Protection and Family Violence Prevention Act, (ICPA).
