The Career and Culture Division (CCD) within the Department of Human Resources (DHR) seeks an innovative and dynamic Employee Experience Manager.
 
The Employee Experience Manager provides leadership for King County employee experience programs and is responsible for strategic, data-driven efforts to support the County’s True North of “Making King County a welcoming community where every person can thrive.” During the last four years Human Resources and King County’s workforce have undergone an unprecedented level of transformation due to the pandemic. This role will support the employee experience lifecycle anchored in equity and learning and development through the lens of the Investing in YOU strategy.  
 
As a member of CCD’s leadership team, the Employee Experience Manager will report to the CCD Deputy Director and work in close partnership with County leadership and employees, union partners, and other stakeholders to create a culture where employees are engaged and supported to use their talents and make a difference in our communities. They will also work closely with a Data Analyst to continuously mature the use and analysis of data, develop commonly understood and visually appealing materials and analytic dashboards that convey trends and encourage the ongoing refinement and innovation of the employee experience enterprise wide.

The Department of Human Resources’ mission is to provide strategic human resources leadership, modernized systems, customer-focused services, and tools designed to support the management, growth, and development of the King County workforce. Career and Culture is a division within DHR. The division leads the way to build healthy work cultures throughout King County and provides services in the areas of Organizational Development, Learning and Development, Career Support Services, Employee Engagement, and Alternative Dispute Resolution.
 
The work we do requires strong connection and collaboration with peer departments and across the County. We deliver a broad range of programs that are both county-wide and department specific, all through an anti-racist and pro-equity framework guided by our True North and Values, the six pillars of our Investing in YOU strategy, and the Equity and Social Justice Strategic Plan.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as an Employee Development and Training Manager; class code: 2315200.
  • Develop and implement comprehensive and sustainable countywide strategies, informed by an annual engagement survey, to engage employees and create a culture in which our employees are enriched and able to reach their full potential.
  • Facilitate the administration of the annual employee engagement and periodic pulse surveys. 
  • Work with a Data Analyst; DHR leadership; and the Office of Performance, Strategy and Budget staff to develop an Executive-led engagement strategy as informed by an annual engagement survey.
  • Work with Executive Office leadership and department leaders to develop strategies and demonstrable correlations between engagement and their strategic goals.
  • Work with the Office of Performance, Strategy and Budget and vendors to help design, deploy, and evaluate an effective countywide engagement survey.
  • Create metrics to measure success of employee engagement projects and initiatives.
  • Develop strategies to engage a diverse range of stakeholders, particularly employees in all areas of the county and union partners, on the strategic design and implementation of the engagement efforts. This could include focus groups, Town Halls, advisory committees, and one-on-one interviews.
  • Work with the Senior Communications Manager to identify and support opportunities for the County Executive and other leaders to create and sustain engagement dialogue.
  • Work with the Learning and Development Manager to identify and support training and professional development to strengthen development opportunities that support engaged employees.
  • Work with the Office of Equity, Racial and Social Justice and the Workforce Equity Manager to identify and support opportunities to apply engagement data and strategies to engage and support a diverse workforce and implement the King County Equity and Social Justice strategic plan.
  • Provide leadership, training, and coaching in the development of action plans that increase employee engagement. 
  • Develop and implement an employee well-being and belonging strategy to address burnout. 
  • Develop and implement a strategy for integration of King County Values at all levels of the organization. 
  • Strategically collaborate with and build relationships across County agencies and external stakeholders.
  • Prepare information for and present to governance and other key stakeholder groups.
  • Perform other duties as assigned.
  • A combination of education and experience that clearly demonstrates the ability to successfully perform the job duties.
  • Knowledgeable about human resources rules and regulations. 
  • Strong experience with effective employee engagement strategy development.
  • Strong experience collaborating with internal and external stakeholders to drive results.
  • Experience in the implementation of diverse and high impact human resources initiatives to support organizational objectives.
  • Skilled and effective communicator, with the ability to influence decision-makers in a political environment and work with individuals from diverse backgrounds with diverging opinions and viewpoints.
  • Ability to manage diverse and potentially conflicting stakeholder perspectives.
  • Ability to mentor and coach leaders. 
  • Skilled in the development and delivery of training, facilitation, and presentations to groups of all sizes both in-person and remote. 
  • Ability to identify opportunities for continuous improvement, based on feedback, stakeholder engagement, trend analysis, etc.
  • Experience in the design and implementation of enterprise-wide strategies to support initiatives to change the culture of a large organization.
  • Experience in the management of complex and high-profile projects to success.
  • Demonstrated commitment and skill to advance equity, inclusion, well-being, and belonging through engagement and organizational practices. 
  • Strong understanding of positive psychology, organizational development, or similar field. 
  • Ability to flex, adapt, and work in a multi-faceted and sometimes ambiguous environment.
  • Exceptional integrity and transparency in communication and actions.
  • Understand the power of relationships, both internal and external.
  • Experience in a large public and highly unionized environment.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing its carbon footprint.
