The Department of Human Resources (DHR) seeks an experienced and passionate individual to serve as the Equity, Inclusion, and Belonging (EIB) Manager II. This position will ensure equity and social justice (ESJ) initiatives within DHR are aligned and integrated with King County’s ESJ Strategic goals and approaches.
Reporting to the Workforce Equity Manager, the EIB Manager II will help lead the development and implementation of DHR’s ESJ efforts to drive organizational change. The EIB Manager II will work with department leadership and the Office of Equity, Racial and Social Justice (OERSJ) to develop strategic direction, identify and implement ESJ initiatives, and ensure goal attainment, internally and to the agencies DHR serves. They will also lead and guide efforts to center pro-equity and anti-racism in all actions and help build pro-equity capacity at all levels.

- Serve as a thoughtful and tactical partner/leader with department leadership to create and sustain a culture of inclusion and belonging within the department.
- Collaborate with DHR leadership and the HR Manager to develop and implement department ESJ action plans and ensure alignment between divisions and the department, and overall alignment at enterprise level.
- Co-design and lead data strategy and reporting methods on the effectiveness of organizational ESJ activities and their impact on both workplace culture and department business results.
- Assess ESJ related performance measures for data gaps and consult with the Workforce Equity Manager, DHR leadership, and impacted employees on strategies to fill the gaps.
- Provide guidance and support to employees, human resource professionals, and DHR leadership to ensure delivery of innovative, adaptive, and culturally responsive programs and services.
- Co-design and lead department organizational and individual equity change readiness assessments.
- Lead the establishment of DHR specific ESJ performance measures and work to ensure measures are understandable, meaningful, and lead to desired outcomes.
- Continuously monitor data to ensure anti-biased efforts are applied throughout the department.
- Lead, in partnership with DHR’s Learning and Development team, a DHR action plan that delivers ESJ and related subject matter education, trainings, and workshops.
- Facilitate focus groups that inform ESJ strategies, plans, and initiatives.
- Support DHR leadership, human resource professionals, and planning teams with the execution of equity impact reviews on policies, programs, procedures, and positions.
- Represent DHR’s ESJ strategy efforts throughout the department to ensure awareness, understanding, and participation.
- Represent DHR in county-wide ESJ teams and communities of practice to fulfill organizational ESJ goals.
- Review and report proposed changes to ESJ strategies and efforts to the Workforce Equity Manager and implement as approved.
- Support various programs and projects as assigned.
- Demonstrated knowledge of and experience in applying laws, programs, practices processes and procedures related to diversity, equity, inclusion, and belonging, Equal Employment Opportunity and Affirmative Action, non-discrimination, anti-harassment, Equity and Social Justice, etc.
- Demonstrated knowledge of and experience in applying and analyzing human resources policies and procedures, strategic planning, and techniques and principles with a racial equity mindset.
- Experience creating processes and systems to document, report, and monitor equitable outcomes.
- Strong analytical skills, including quantitative and qualitative analysis. Ability to translate metrics, research, and trends into strategy and improvement opportunities.
- Strong organizational and project management skills with an ability to meet deadlines and work under the pressure of multiple competing priorities.
- Ability to effectively engage in and sustain relationships with diverse people and cultures.
- Ability to present comfortably in front of large and small groups.
- Ability to maintain confidentiality and use discretion when handling sensitive information.
- Skilled in conflict management and facilitation of small to large groups.
- Ability to organize, prioritize, plan, schedule and follow up on tasks; elevate issues and obtain additional resources when necessary.
- Skilled in tailored written, verbal, and presentation communication to diverse audiences.
- A bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field.
- Five years’ progressive experience advancing equity, inclusion, and belonging in a complex and large organization.
Note: Applicants must have approval from their supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement or Coalition Labor Agreement for their base assignment.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is not represented by a collective bargaining agreement and is classified as Equity, Inclusion, and Belonging Manager II; class code: 2323200).
Telework Requirement
The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
