The Public Health Department of Kings County is seeking a highly skilled and qualified individual for a comprehensive role that demands a diverse set of capabilities and experience. SUPERVISION RECEIVED AND EXERCISED
 

Receives direction from assigned supervisory or management personnel. May provide direct supervision over staff.
 
CLASS CHARACTERISTICS 
This journey-level classification is responsible for independently performing professional administrative, organizational, systems, budgetary, statistical, public information and community liaison work and other analyses and staff support requiring a depth of programmatic knowledge related to the area(s) of assignment.  Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. 

MANAGEMENT LEVEL II BENEFITS
This position includes a management benefit package including CalPERS retirement (click the benefits tab to determine plan/tier placement); County paid PPO insurance premium for medical, dental, vision and chiropractic insurance coverage for the employee and their eligible dependents; onsite health center for employees and eligible dependents on County health insurance; $40,000 term life/accident insurance; an additional 64 hours (48 hours can be cashed out) of management leave each fiscal year; paid vacation and sick leave.

  • Plans and organizes administrative studies relating to the activities or operations of the programmatic areas to which assigned.
  • Determines analytical techniques and information-gathering processes and obtains required information and data for analysis.
  • Analyzes alternatives and makes recommendations regarding such matters as program design, elements, compliance, staffing, contract development, and budget.
  • Interprets and applies County, department, and program policies, procedures, and regulations related to assigned area of responsibility; ensures program and project activities comply with legal and regulatory requirements. 
  • Conducts a variety of special projects and studies related to the functions of the assigned program(s); discusses findings with management and prepares reports of study conclusions.
  • Assists in the development and implementation of program goals and objectives.
  • Oversees contract provider(s) to ensure compliance with contract terms by conducting site visits and reviewing electronic health and other records and other supporting documentation.
  • Identifies and notifies contractors of deficiencies and/or areas of non-compliance; works service contract provider(s) to correct deficiencies and either conducts audits to ensure corrective action is taken or initiates additional action through supervisor.
  • Reviews new and current legislation to determine impact on program service delivery.
  • Participates in program planning to identify effective program strategies.
  • Develops, reviews, and evaluates program objectives, outcome measures and statistical data in collaboration with data and research teams.
  • Conducts site visits to solicit feedback from program participants.
  • Provides requested information and documentation in response to state audits and other regulatory requirements.
  • Identifies grant funding opportunities and proposals; participates in grant application processes. 
  • Provides staff development and consultation about assigned program(s) by organizing training sessions, meetings and conferences.
  • Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; develops and implements program strategies and guidelines; monitors program performance and compliance; compiles and analyzes data and program metrics and makes recommendations to improve programs and service delivery. 
  • Coordinates and integrates department/program services and activities with other County departments, divisions, contractors, stakeholders, and outside agencies. 
  • Attends and participates in a variety of meetings with public and private agencies, community partners, and County staff/committees; provides information related to assigned programs and services.   
  • Plans, implements, coordinates and evaluates specialized projects.
  • Researches, analyzes, reports on, interprets, and explains federal, state, and local legislation and contracting statutes, rules, and regulations.
  • Observes and complies with County and mandated safety rules, regulations, and protocols. 
  • May supervise. 
  • Performs other duties as assigned.

Any combination of education and relevant experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required knowledge, skills and abilities would be:
 
EDUCATION AND EXPERIENCE
 
Education:
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in business or public administration, finance, accounting, human resources management, social science, health science, psychology, or a closely related field.  (Substitution: Additional qualifying experience may substitute for the required education on a year-for-year basis up to a maximum of two (2) years.) 
 
Experience:
  • Two (2) years of increasingly responsible technical or professional level experience providing support for program development, planning, and implementation and/or contracts administration. 
 
LICENSES AND CERTIFICATIONS
 
Licenses:
  • Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.

SPECIAL REQUIREMENTS 
Qualify for security clearance through a background investigation and fingerprint check. Ability to work irregular or extended hours as necessary. Ability to travel within and outside the County.
