The NHSC Loan Repayment Program is open to licensed primary care medical, dental, and mental and behavioral health providers who are employed by accredited sites.

Supportive Employment Specialist Responsibilities and Qualifications: This job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee.   • Provide employment/vocational services using the Individual Placement & Support model which is an evidence-based approach to supported employment by following the IPS Principals 
  • Conducts career profile assessments.
  • Job development to find out competitive jobs in the community.
  • Supports clients in all phases of seeking, acquiring, and maintaining competitive employment. 
  • Supports clients to pursue educational goals.
  • Provide case management services, which may include: 
  • Assistance applying for and/or maintaining insurance benefits.
  • Assistance with coordinating and/or accessing medical care.
  • Assistance with applying for and/or maintaining social security benefits.
  • Assistance with finding and/or maintaining housing.
  • Assistance with coordinating transportation.
  • Assistance with shopping (food, household, personal).
  • Assistance with locating and arranging for a representative payee if the individual is unable to manage his/her funds.  
  • Assistance coordinating employment and/or educational opportunities.
  • Arrange for and maintain foster care services when necessary.
  • Arrange for personal care attendant services to assist the client in the home and/or community.
  • Provide skills training services, which may include:
  • medication management to include observing the client fill his/her medication box, assistance with calling the pharmacy for medication refills, transportation to the pharmacy to pick up medications or drop off new prescriptions.
  • personal and environmental hygiene.
  • nutrition/cooking, shopping, budgeting.
  • communication, interpersonal effectiveness, coping/symptom management.
  • community navigation, socialization, employment, and educational skills.
  • Promote recovery principles, dignity, hope, and well-being.
  • Foster community integration and encourage the use of natural supports.
  • Provide education and support to families and other natural supports to facilitate individuals’ wellness and recovery.
  • Advocate for clients as appropriate, with other persons or agencies to assist the client in meeting their goals and exercising their rights.
  • Use de-escalation, redirection, active, empathic listening, communication, and other skills to effectively respond to individuals who may present with serious symptoms such as psychosis, mania, anger, or depression; use sound judgment and safety measures to respond to high-risk situations.
  • Provide or arrange transportation for clients to and from appointments.
  • Facilitate skills training groups in the community to clients and/or their natural supports.
  • Participate in a multidisciplinary team. 
  • Collaborate with other departments and community partners to support clients in the community.
  • Complete all internal and external documentation and forms in a timely manner and with a professional tone.
  • Manage time and schedule effectively in the context of competing obligations and occasionally non-planned, priority tasks.
  • Ensure that the services which are going to be provided to the client are listed on the client’s treatment plan and that the treatment plan is not expired.  If the treatment plan is expired or the services are not listed, contact the therapist of record so a new plan can be written or updated prior to providing any services to the client. 
  • Complete required documentation within the specified timelines stated below under “Documentation Requirements.” 
  • Ensure the timely and accurate completion of time and attendance records.
  • Other duties as assigned. 

Supportive Employment Specialist Education: Must meet Oregon State (OARS) requirements and MHACBO certification as a "Qualified Mental Health Associate (QMHA)," meeting one of the following qualifications:

  • High school or equivalent (Required)
  • Bachelor's degree in a behavioral science field 
  • A combination of at least three years relevant work, education, training, or experience.

Supportive Employment Specialist Experience: Experience to demonstrate the competencies to identify precipitating events:

  • Ability to communicate effectively.
  • understand mental health assessment, treatment, and service terminology and apply each of these concepts.
  • Implement skills development strategies, and identify, implement, and coordinate the services and supports identified in an ISSP.
  • Preferred experience: Previous experience working with adults diagnosed with mental illness or any disability group preferred.

Certificates, Licenses, Registrations: Valid Oregon driver’s license, insurable driving record. Personal automobile insurance is required if clients are transported, or any agency business is conducted by the employee using his/her personal vehicle. Employee must meet the requirements to become MHACBO QMHA Certified. Certification must be maintained for the length of employment. Driving is a requirement for this position. Proof of insurance must be provided to the HR department. Coverage must remain current.
