Job Description:
L3Harris-Imaging & Laser Systems (ILS) Division is seeking a Manager of Program Finance, including responsibilities over Pricing proposals as well as the FP&A and Accounting Support Team. This Manager executes highly complex, accurate and complete financial analysis; develops, interprets and implements program financial reporting, forecasting, earned value, and proposal efforts. The Manager is an integral member of the Division Leadership Team and the Leader of the Finance organization. The incumbent is responsible for guiding and directing all day-to-day activities of the functional finance areas, as well as contribute to Proposal Pricing or managing Program EACs. This position has primary responsibility for short and long term forecasts, EAC creation and management, supporting Program Management with program financial reporting and earned value management, and Business Capture Management with proposal and pricing efforts, including the annual budgeting process, conducting variance analysis, special projects and ad-hoc reporting requirements.
Essential Functions:
- Primary lead for Division Finance (FP&A) Reporting requirements.
- Primary lead for Program Finance Management, ensure EAC accuracy.
- Primary lead for Pricing and Proposal efforts.
- Guides, directs, and supervises the activities of all Program Finance Analysts, which includes Pricing activities across the ILS Division, consisting of 2 locations in Orlando, FL and Hilton Head, SC. Additionally supervises team of FP&A and Accounting Support Analysts.
- Provides financial data and strategic support to senior management including preparing financial presentations, financial analysis, and other projects.
- Leads the monthly Program Management Reviews (PMRs) presentations and the weekly Revenue Tracker meetings; contributes to monthly Governance, among other presentations and regular meetings.
- Owns the Division's monthly Forecast and Annual Operating Plan forecast accompanied with detailed supporting schedules.
- Implements and manages Earned Value Management System (EVMS) for Division with proper reporting and analysis; assists Program Management with analytics to run programs. Administers and oversees Deltek COBRA system for EVMS tracking.
- Oversees and leads Pricing for USG as Prime & Sub, as well as Commercial pricing. Administers and oversees ProPricer system for pricing activities.
- Prepares meaningful variance analyses of actual versus forecast financial performance.
- Develops and implements models for forecasting and pricing to improve process efficiencies and financial accuracy, including updates to pricing ratios and historical trends.
- Prepares budgets and schedules for contract work and performs financial analysis such as funding profiles, sales outlook and variance analysis.
- Maintains appropriate business controls to ensure compliance with the Sarbanes-Oxley (SOX) Act, procedures and work instructions for the Division.
- Demonstrates ethical and professional behavior in accordance with company values.
- Perform job duties in a manner that maintains compliance with environmental, health and safety regulations, policies and procedures
- All other assignments as required.
Qualifications:
- Bachelor's Degree in Finance, Accounting, or other related discipline from an accredited university or college. MBA preferred.
- Minimum of 12 years of directly related experience, including DoD contractor experience with EVMS and Program Finance.
- Strong demonstrated Personnel Management and Leadership skills.
- Able to work weekends and evenings as required to meet company objectives.
- Must be a United States citizen.
- Position to be located in Orlando, FL with travel to Hilton Head, SC as required.
- Travel required up to 15%.
Preferred Additional Skills:
- Experience and knowledge of Deltek COBRA and ProPricer systems.
- Advanced in MS Excel and Powerpoint
- Past experience with Deltek Costpoint or Cognos Reporting
- Strong communication & leadership skills
