The La Habra City School District Personnel Commission announces the establishment of an eligibility list for the

following position.

ACCOUNTING TECHNICIAN III

Salary: $4,793/month – $6,129/month (6 steps)

(8 hours/day – 12 months/year)

Definition

Under general supervision of Supervisor of Fiscal Services/Director of Food Service or an assigned supervisor, participate

in the maintenance of District accounting and payroll records. Perform highly technical accounting functions related to fiscal recordkeeping procedures and policies.

Typical Tasks

General Accountant

- Plan and participate in the posting, compiling, tabulating, checking and filing of District financial data.

- Prepare and verify warrants, invoices, receipts, requisition and similar fiscal documents.

- Maintain ledger accounts, and balance, check and correct irregularities; anticipate and plan changes in office methods and procedures.

- Prepare various reports as requested and provide detailed information on the status of accounts.

- Prepare and submit various financial/payroll reports as required.

- Provide technical accounting information and assist District personnel as needed.

- Contact schools, district employees, government agencies to discuss financial records and transactions; give authoritative information of records maintained.

- Assist in budget preparation as well as research and preparation of special reports and projects.

- Process transportation/meal applications, perform application verification and maintain records and files.

- Perform other related duties as assigned.

Payroll Accountant

- Prepare, supervise and submit District’s payroll to County; verify documents for proper account codes, pay rates and other related data.

- Compute and post hours worked to time records or reports; assign budget codes as necessary and appropriate; verify data and submit to County for processing of pay warrants.

- Maintain employee attendance records; verify and input individual sick leave, vacation allowance and other leave usage.

- Respond to payroll questions or concerns from employees relative to retirement and verify all retirement forms are completed accurately.

- Prepare monthly updates on all payroll records including: monthly evaluation report for all employees, generate Change of Status documentation, update QSS fields on the District’s computer system.

- Work closely with the Personnel Department to coordinate proper employee compensation; interpret various regulations, policies and laws related to the payment of employee wages/benefits.

- Process salary and voluntary deduction changes, including health insurance, income protection, tax-sheltered annuities, union and professional dues and other related deductions.

- Verify salary data and other requested information in completing unemployment claim forms.

- Perform other related duties as assigned.

Minimum Qualifications

Education: Completion of high school or General Education Diploma (GED), and equivalent to graduation from a community college with specialization in business and accounting courses.

Experience: Any combination of training and experience which consists of four years of financial, accounting or statistical recordkeeping duties, preferably with a school district or governmental agency. Previous lead or supervisory experience desired.

Knowledge of: Fiscal policies, practices and procedures, computerized and manual; spreadsheet, word processing and other personal computer software programs; financial account recordkeeping procedures; general office procedures, typing, filing, phone etiquette, operation of basic office machines; formal business writing applications; and proper English and communication skills.

Ability to: Comprehend technical bookkeeping manuals including accounting procedures in the California Schools Accounting Manual; perform a variety of difficult clerical and recordkeeping work requiring exercise of judgment and knowledge of subject matter; use considerable decision-making abilities and perform the most complex, difficult account recordkeeping duties; operate a typewriter, calculator; train and lead the work of others; schedule and supervise the flow of a considerable volume of bookkeeping and payroll data; make independent determinations of bookkeeping problems and solutions; understand and follow oral and written instructions; deal effectively with other agencies and personnel to establish and maintain effective working relationships; and efficiently prioritize and organize job responsibilities.

Working Environment

This position may involve the following: constant interruption and direct contact with the public and employees; a high volume of responsibilities that may require working without direct and/or constant supervision. Working in an office environment where the noise level is usually quiet.

Physical Demands

The physical demands of this position include: ability to sit for extended periods of time; some walking and standing on various surfaces as well as bending and reaching at, below and above shoulder level. Lifting, pushing or pulling of objects generally not exceeding 20 pounds may also be required. Repetitive use of fingers and hands to operate a keyboard and other office equipment is necessary; hearing and speaking ability sufficient to provide information via phone, intercom and personal contact is also needed. Specific vision abilities including close vision, depth perception and the ability to focus are required.

There will be a written test for all candidates given at the District Office,

500 N. Walnut Street, La Habra on:

Friday, May 5, 2023 at 2:00 p.m.

Applicants will not be allowed to enter the testing room after 2:00 p.m. You may use a handheld calculator for the test. No cell phones, iPads, or electronic devices will be allowed in the testing room.

All candidates who pass the written test will then be invited for a panel interview. This is also part of the testing procedure to establish an eligibility list for this position. The date for this is:

Current, permanent employees of the La Habra City School District will earn 1/4 point for every year of permanent service to the District, not to exceed 5 points. (Personnel Commission Rules.)
