Overview
PURPOSE
The Environmental and Land Manager primary objective is to provide expertise and support to the regional Aggregate Construction Materials business in the areas of air, water, waste, and land management. Ensure the implementation and on-going improvement of environmental policies within the business, consistent with the corporate priorities and policies as well as compliance to relevant regulation. Provides functional and technical support for effective management of land and leasehold assets. Provides environmental training to the employees of the company and environmental program expertise. Performs audits and maintains database of trainings and audits. Responds to inquires/inspections from the local, state and federal agencies
Responsibilities
KEY RESPONSIBILITIES
- Advise operations on environmental regulatory requirements and provide technical support as needed.
- Keeps current and familiar with the operating status of assigned sites anticipating and resolving potential or actual environmental compliance issues.
- Keep current with all Federal, State and Local environmental legal requirements and monitor developments and changes.
- Supports Operations Management at local level in implementing an ISO 14001-consistent Environmental Management System. Provides support to facilities to achieve and maintain certification to the ISO 14001 standard.
- Provide day-to-day presence in the field and understand local issues.
- Deliver environmental training programs for operations, as required and ensure adequate records are maintained.
- Ensure that storm water inspections and other related field work are completed in assigned area.
- Actively participate on various industry environment-related organizations to keep abreast of industry standards and developing issues.
- Responsible for conducting audits and evaluations of environmental compliance with regulatory and industry standards.
- Responsible for performing audits of facilities for conformance with company policies and procedures and makes recommendations to Operations Management.
- Participates in Environmental Protection Agency (EPA), state environmental agencies, and local government inspections. Coordinates preparation of responses to agency inspection reports.
- Assist operations in identifying and managing capital projects for site environmental upgrades.
- Participates in projects with cross-functional teams to address business opportunities or challenges. Provides environmental and land expertise for new projects
- Advises and supports on land management practices and processes including land acquisition, land divestment, permitting and zoning, and others.
- Works with landowners and tenants to effective management of land and leasehold assets.
- Supports land reclamation and restoration budgeting and project implementation for assigned sites.
- Participates in biodiversity program planning and implementation for assigned sites.
- Participates in stakeholder/community outreach program development and actively participates in outreach events for assigned facilities.
- Oversees consultant work in accord with Land and Environment Department project authorizations.
- Prepares Air Permit applications, SPCC Plans, SWPP Plans, DMRs, and other regulatory reports.
- Maintains proficiency and performs EPATRI reporting and Tier II reporting under SARA III Community Right to Know Act.
- Prepare and report on all storm water discharges and ensure compliance with Storm water and waste water reports.
- Develop and implement the companies spill prevention and control measure plans and stormwater pollution prevention plans.
- Responds and provides oversight for any needed emergency response actions that arise in relation to environmental incidents.
- Knowledge of TCEQ, ODEQ, and LDEQ Air Permitting and Storm Water Programs preferred
- Experience with Environmental Due Diligence, Leases and Land Acquisition and Divestment
RELATIONSHIPS WITH OTHER JOBS
- The Environmental and Land Manager must ensure compliance with all applicable local, State and Federal environmental regulations. This will be accomplished through internal and external auditing directed by the Regional Environmental and Land Manager.
- All applications and reports submitted by the Specialist or at the direction of the Specialist must be complete and comprehensive. The Manager must be fully aware of all business requirements for the facilities in their area so that the appropriate permissions are obtained to ensure the continuity of the business.
- In support of the business, the Specialist will establish and ensure the execution of stakeholder relations plans at key facilities.
Qualifications
KNOWLEDGE, SKILLS & ABILITIES
Education: Bachelor's/University Degree
Additional Education Preferred: Master's/Graduate Degree
Preferred field of study: Environmental Engineering or related science and technical discipline.
Other Training/Certifications Required: Formal training in leadership, team building, continuous improvements and related fields.
Work Experience: 3-5 years
Travel Requirements: 20% with regional business
Additional Requirements:
Licenses/Certifications: Professional Engineering License is a plus
Computer and Software Skills: Land Information System, ENVOY, Microsoft Word, Power Point, Excel, and Various other programs
Other: Excellent verbal and written communication skills. Must demonstrate ability to multi-task and manage conflicting priorities. Strong problem solving skills, interpreting rules, laws, agreements, etc. Demonstrate computer proficiency
