This Exempt position is based on a 40-hour work week with an annual salary of $69,368.00. This position is part of the Public Employees Union (PEU) collective bargaining agreement and will be working at the Community Sustainability Department located at 1900 2 nd Avenue North, Lake Worth, FL 33461.

MINIMUM QUALIFICATIONS: Bachelor's degree from an accredited college or university with a major in Historic Preservation, Urban Planning, or a closely related field, and three (3) years of experience in a planning environment, or any equivalent combination of training, education and experience. Master’s degree in historic preservation or related field preferred. Certification by the American Institute of Certified Planners (AICP Certification) is preferred. A valid Florida driver’s license is required.

- Prepares and presents recommendations to the Historic Resources Preservation Board on requests to modify structures, site plans, or uses of properties within a historic district or listed as an individual site in the Lake Worth Beach Register of Historic Places.
- Manages and maintains the City of Lake Worth Beach’s survey of historic resources.
- Prepares nominations and recommendations for historic designation of districts and individual sites to the Lake Worth Register of Historic Places.
- Manages all requests for Certificates of Appropriateness (CoAs) within a local historic district or listed as an individual site in the Lake Worth Beach Register of Historic Places.
- Oversees the analysis of development related data and plans, and the preparation of recommendations on site plans, waivers, variances and conditional special land use requests for properties located within the City’s historic districts.
- Ensures the efficient and timely processing of all development related applications for properties located within the City’s historic districts.
- Provides technical expertise in historic preservation to the public and City personnel.
- Responds to inquiries from the general public and other agencies and organizations in a timely and accurate manner.
- Administers the City’s Historic Preservation Guidelines for Rehabilitation.
- Reviews building permit applications for properties located within a historic district or listed as a historic site in the Lake Worth Register of Historic Places for compliance with the Historic Preservation Ordinance, Design Guidelines, and Land Development Regulations.
- Serves as lead staff to the City’s Historic Resources Preservation Board
- Reviews and makes recommendations on Business Licenses as well as Use and Occupancy.
- Reviews all demolition permit applications and Section 106 requests.
- Administers the Ad Valorem Tax Exemption program.
- Administers the street signage program for historic districts.
- Prepares nominations for a structure to be designated as a historic site.
- Prepares and administers historic preservation related grant applications to implement historic preservation programs.
- Proposes amendments to the Historic Preservation Ordinance and Design Guidelines when necessary with direction.
- Assists in the comprehensive planning development and revision process.
- Develops public education programs and programs to preserve the City’s historic resources.
- Coordinates responsibilities of the City’s Associate Planner or Planner for Historic Preservation
- May supervise junior historic staff, as required.
- Performs duties related to post-disaster recovery, including damage assessment, as required
- Other duties as assigned related to the overall mission of the Department for Community Sustainability.
- Knowledge of American and local history, architectural history, construction materials and techniques.
- Skill in reading architectural drawings.
- Skill in organizing and carry out systematic identification and documentation of historic sites.
- Skill in visually identifying potentially historic sites.
- Skill in determining the integrity and significance of sites.
- Skill in judging the potential effect of any proposed undertaking on historic sites.
