Le’fant has an immediate opening for a Senior Contracts Manager This position will report to CEO and be responsible for managing the full lifecycle of Le’fant’s government contracts and subcontracts. The Contracts Manager is responsible for ensuring negotiated contracts maximize value to the company at acceptable levels of risk and provides proactive support and guidance to the organization regarding government contract compliance.

As a Senior Government Contracts Manager, you will develop and administer US Government contracts and subcontract agreements with limited guidance. The Senior Government Contracts Manager also tracks creates, and maintains contract data requirements and deliverables. The candidate will have business skills/expertise in administration and supervision of federal government contracts and subcontracts of varying size and complexity, GSA Schedules, analysis of complex bid and proposal tenders, a thorough working knowledge of the FAR/DFARS, and the ability to interact with customers and lead contract negotiations. The candidate will interact regularly with senior and executive management on matters concerning several functional areas, divisions, and/or customers and therefore must be able to communicate effectively. Duties include preparation of government contract proposals, letters of intent, Teaming agreements, NDA’s, funding reports, and monthly invoicing. Monitor contract performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
Responsibilities:
- Administer complex US Government contracts and work with business stakeholders on a daily basis to ensure contractual actions, including proposals with the Sales and Bids/Proposal teams are delivered on time.
- Supports the Bids and Proposals team in providing contract analysis and review of RFPs and other competitive US Government contract proposals.
- Work with business stakeholders, functional counterparts, and customers to resolve contractual issues.
- Daily administration of complex commercial and U.S. Government contracts and prime contractor issued subcontracts of various types, including FFP, T&M, all Cost-type contracts, IDIQs, CRADAs, etc.
- Review of contractual documents and negotiation of terms and conditions.
- Analyze contractual requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and company policies and procedures.
- Prepare and administer correspondence, negotiation memoranda, supporting documents, and contract documentation to ensure timely and coordinated submittal.
- Interact daily with Senior and Executive Management, Program Managers, Contracting Officers, Program Controllers, and other operational representatives.
- Communicate contract policy and practice to internal business teams.
- Provide expert support services to business units including, but not limited to, the application of FAR flow down clauses, regulations, data rights, intellectual property rights, Buy American Act, Trade Agreement Act, and other regulations.
- Ensure contract review, approval, and execution in accordance with corporate policies and standard operating procedures.
- Maintain and track internal contractual deadlines, redistribute incoming and outgoing tasks to respective Contracts Department team members.
- Assist in the gathering of programs’ Cost, Schedule, Performance, and Risks data
- Provide Statements of Work/Specifications/Requirements Documents
- Provide Acquisition Planning and Strategy Support
- Provide Independent Government Cost Estimates (IGCE)
- Provide Cost and Price Analysis
- Prepare appropriate documentation for contract modifications
- Provide comprehensive policy advisory support from initial planning through contract closeout
- Monitoring contractor performance
- Act as custodian of contractual and program records for assigned contracts.
- Lead the Government contracting process for the company, including drafting, reviewing, negotiating, interpreting, and administering complex U.S. Government contracts and prime contractor issued subcontracts for professional services
- Ensure compliance with laws, regulations, and contract provisions applicable to government business, including the Federal Acquisition Regulation, agency supplemental regulations, Truth in Negotiations Act, and Cost Accounting Standards
- Act as the primary point of contact with Government Contracting Officers and Prime Contractors and Subcontractors on all contractual matters
- Support business development by drafting, reviewing, and negotiating teaming agreements and nondisclosure agreements
- Support company growth by reviewing solicitations and proposals for new business to assess performance risks, acceptable terms and conditions, and compliance with company policy
- Provide guidance to company management on contract issues and their resolution
- Collaborate with the purchasing group to solicit proposals for subcontractors, negotiate subcontracts to ensure appropriate flow down of prime contract requirements, and monitor subcontractors performance and contract compliance
- Develop and conduct training on government contract management and compliance
- Contribute to all internal and external audits for the company’s contracts and subcontracts
- Support government proposal activities, including but not limited to: analysis of the Request For Proposals, ensuring proper contract reviews and compliance matrices are completed before any proposals are submitted to customer or any execution activities begin, with particular attention to the financial and business risks of the proposed effort, participating in all proposal team meeting, preparing terms, conditions and assumptions upon which the proposal may be submitted.
- Partner closely with internal client teams and the customer to assure a clear understanding of the appropriate details and regulations before and during the execution of the contract. Responsible for all regulatory filings and reporting required for contract performance.
- Play an instrumental role in providing support and guidance to project teams during contract execution to ensure full compliance with government regulations.
- Be Responsible for correct financial reporting to clients and divisions.
Requirements
EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS:
Note: As directed by Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, effective November 22, 2021, Le’Fant will require all newly hired employees to be fully vaccinated before their start date.
- Bachelor’s degree or higher in business or a related discipline; Juris doctor preferred
- 8 years of experience in Government Contracting, preferably with an SDVOSB with a focus on professional services
- 8 years as contracts leader of large prime government contracts for services
- Experience in researching compliance issues, applicable regulations and law, and formulating recommendations to management
- Professional certification by the National Contract Management Association, US government contracts preferred
- Proven ability to draft and negotiate contractual language
- Outstanding writing and oral communication skills, and ability to influence
- Ability to concurrently support multiple issues and clients
- Professional services industry contracting experience interfacing directly with government customers or prime contractors.
- Skilled in presenting complex contractual information to senior management and executives
- Proven ability to interpret and negotiate large Government solicitations and contracts
- Skilled in managing schedules for multiple workstreams and meeting deadlines
- Must have the ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a team
- Excellent communication and writing skills with both internal and external customers
- Highly motivated, problem-solving, and detail-oriented with the ability to communicate effectively, solve problems, and create trusting relationships with both internal and external clients
- Proficiency with Microsoft Office suite: Word, Excel, PowerPoint, Outlook
- 8 years of contract management experience, including a full range of commercial and U.S. Government contract and subcontract types including CPFF, FFP, T&M, IDIQs, CRADAs, etc.
- Experience working with U.S. Government agencies, including VA, DHS, DOE, and DoD, as well as large prime Government contractors.
- Must have a strong background and knowledge of the Federal Acquisition Regulation (FAR), GSA Schedules, and other associated supplemental contracting regulations (e.g., DFARS).
- Thorough knowledge of all appropriate ethical standards regarding contracting actions.
- Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently as well as part of a team.
- Highly motivated, problem-solving, and detail-oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients in a quick turn-around environment.
- Must have experience in solicitation analysis, risk assessment, cost proposal development, contract negotiation, and issue resolution.
- The candidate must be able to prioritize multiple tasks with competing priorities.
