Description

Established by Congress in 1974, the Legal Services Corporation (LSC) is the country's single largest funder of civil legal aid for low-income Americans. LSC currently funds 132 independent, nonprofit legal aid organizations with nearly 800 offices throughout the nation. LSC's mission is to promote equal access to justice and provide grants for high-quality civil legal assistance.

 

LSC's disaster relief grants provide funds, as needed, to LSC grantees operating in areas affected by government-declared emergencies. These funds are used to address damage sustained or to meet a surge in demand for legal aid. LSC has developed expertise in supporting emergency and disaster responses through the mobilization of a national network of legal services and partners who are equipped to help our grantees better serve low-income clients when disasters or emergencies occur. Through a coordinated national infrastructure, LSC provides access to the vital resources and information that legal aid organizations need to respond to disasters and emergencies.

 

Basic Function:

 

Under the general direction of the Director of the Office of Program Performance (OPP) and his or her designee, manages the online presence of LSC's efforts to support organizations responding to the civil legal needs that arise as the result of a disaster, helps coordinate LSC's various disaster relief and recovery grant projects, helps administer disaster-related legal aid grant programs, and performs related activities. Occasional travel may be required. This is a project-based position with an anticipated term of two to three years.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

 

  1. Manages the online presence of LSC's disaster-related efforts by creating, improving, and maintaining content on the national disaster legal aid website and a privately-funded flood website; collaborates with LSC staff, stakeholders, and vendors to plan and develop site content, style, and layout. Creates and publishes engaging content and graphics; coordinates content creation by others and edits, proofreads, and improves content; ensures a consistent look and feel throughout the websites; monitors and works to maximize web traffic and metrics; ensures the website meets the needs of LSC and the national community of legal professionals responding to disasters.
  2. Works with LSC staff to coordinate LSC's grant administration work for disaster relief and recovery grant projects, including work related to LSC's Disaster Relief Emergency Grants, privately funded disaster-related grant programs, and Congressionally appropriated grants.
  3. Works with LSC staff to develop and ensure that disaster grant protocols and processes are appropriately followed.
  4. Collaborates with others to provide oversight and administration of disaster-related grants; evaluates the performance of grantees; provides technical assistance; reviews grantee requests for extensions and other grant-related requests; recommends dispositions; reviews and approves project milestones and budgets; and responds to inquiries from applicants and the public regarding disaster relief grants.
  5. Evaluates grantees' adherence to all grant terms and conditions and follows up with grantees to fully comply, as necessary. Communicates expectations and reinforces requirements with grantees. Assists with identifying compliance issues and determining referrals of grantees as needed for compliance and enforcement.
  6. Collaborates with others to conduct grantee programmatic visits to monitor disaster grants and to provide technical assistance to grantees related to disaster recovery.
  7. Works with others to engage LSC grantees facing disaster to provide support, resources, technical assistance, and advice.
  8. Evaluates disaster-related grant applications and makes funding recommendations to OPP management.
  9. Participates on panels and group presentations on disaster relief and recovery, particularly related to legal aid.
  10. Researches and assesses approaches to disaster relief and recovery, particularly related to legal aid.
  11. Promotes knowledge-sharing and improvement of the grantees capacity to provide high quality, effective, and efficient legal services, particularly as to disaster relief.

 

COMPETENCIES REQUIRED:

 

General:

Excellent written communication skills with demonstrated ability to produce professional, clear, well-written work product that requires minimal editing. Excellent oral communication and interpersonal skills with demonstrated ability to reach different audiences and effectively manage conflicts. Experience analyzing complicated concepts and offering cogent conclusions. Unimpeachable integrity and adherence to the highest standards of ethics and professionalism. Ability to function in a discreet, diplomatic, and confidential matter. Must possess sound judgment and articulate well-informed and objective recommendations. A high degree of flexibility, capacity for self-management, and attention to detail. Strong organizational skills. Adaptable and able to manage multiple priorities with shifting and/or competing priorities and tight deadlines. Understanding of and commitment to organizational mission and goals. Ability to influence, motivate, challenge, and inspire confidence, among others. Ability to work well with persons from diverse backgrounds, perspectives, and working styles. Excellent customer service focus.

 

Technical/ Specialized:

A bachelors degree in a relevant discipline and a minimum of five years of relevant experience. Advanced proficiency in maintaining website content using WordPress. Knowledge of HTML and web publishing. Ability to assist with program evaluations and reviews of program practices through effective interviewing, research, and application of relevant regulatory authority. Able to identify and understand trends that affect LSC, its grantees, their clients, and the broader legal services community about disaster preparedness and recovery. Must possess solid research and analytical skills. Familiarity and experience with grants management and project management. Proficient in the use of Microsoft Office Suite. Knowledge of or prior experience in emergency management preferred.

 

SALARY AND BENEFITS:

 

Salary Range: $74,608 - $77,623
