IBI is currently looking for a qualified Liberian national to serve as Accountant for the USAID/Liberia Data, Evaluation, Learning, and Technical Assistance (DELTA) Activity. Reporting to the Finance & Administration Manager, this would be a long-term position anticipated to serve for the duration of the five-year activity. The Accountant will support accounting, financial management, internal controls, and financial reporting in accordance with generally accepted accounting policies, IBI’s corporate accounting policies, and USAID financial regulations, guidelines, and reporting requirements. The Accountant will assist with the sound, ethical, and transparent financial management of the project.
- Manage the project’s financial operations, including accounting and reporting, management, and budget management.
- Ensure financial operations are in compliance with IBI Policy and US Government regulations.
- Serve as point of contact between DELTA project staff and IBI home office finance department.
- Ensure all monthly transactions are entered in QuickBooks accurately and on timely basis.
- Organize and maintain comprehensive financial files and ensure that all financial record retention is compliant with legal and donor agency requirements.
- Review and process procurements, vendor invoices, consultant agreements for payment.
- Prepare semi-monthly payroll, ensuring direct transfer to employee’s checking accounts and remitting payroll deduction to the correct government agencies.
- Process and oversee advances issued in the Field Office for field activities and staff travel, ensuring proper process for disbursement of funds, correct documentation and settlement of advances in a timely manner.
- Manage the timely submission of the monthly field office expenses and financial reports to the home office
- Analyze and reconcile the bank account to the accounting system, following up outstanding items in a timely manner.
- Prepare estimates of projected expenditures and request financial resources from the HO.
- Assist in overall management and inventory recording of all government funded property.
- Ensure complete and accurate documentation of all procurements in support of more efficient and effective financial management.
- Other financial and administrative tasks as required and assigned by the Project Manager or Finance and Administration Manager.
- Bachelors degree, preferably in accounting, business administration, or other relevant field.
- Professional accounting certification highly preferred.
- At least 7 years of relevant experience in financial management, preferably of USG contracts.
- Familiarity with GAAP.
- Working knowledge of FAR, AIDAR, and USAID reporting requirements strongly preferred.
- Professional English fluency required. Ability to communicate clearly both verbally and in writing.
- Excellent computer skills with proficiency in MS Office and QuickBooks required.
- Excellent reading, writing, analytical and communication skills.
- Ability to work independently and collaboratively as a team member.
