Purpose
The Director of Engineering must possess a history of strong leadership, deep practical engineering knowledge and a consistent track record for timely project delivery, project management, cost control and customer satisfaction. Must be able to balance priorities, handle multiple assignments and take decisive action. Must possess excellent interpersonal skills, promote a positive work ethic and demonstrate ability to foster a team spirited work environment in support our Vision, Goals and Strategies. This specifically includes providing direction and oversight of the managers of construction planning; transmission system planning; protection engineering; substation engineering; line engineering; and standards engineering.
This position is responsible for all technical aspects of engineering, design and planning of Liberty's electric transmission and distribution delivery systems. Will provide engineering, design, construction, and work standards for all electric transmission and distribution infrastructure improvements as required to connect new customers and/or improve or maintain the performance of the delivery system. Provide engineering project management services in support of individual projects and the overall management of the electric transmission and distribution capital budget portfolio. Ensure compliance with all applicable Local, State, and Federal codes including the filing of applicable periodic reports under each jurisdiction. The Director, Engineering will forecast and plan for engineering resource requirements – including human resources, vendor support, long lead materials and equipment, etc.
Accountabilities
- Direct the Engineering and Design activities which are necessary for the safe, reliable, efficient operation of the system, for both present and projected customer needs.
- This includes the need to ensure adherence to Southwest Power Pool and NERC rules and regulations associated with engineering functions.
- Develop a team atmosphere which is founded on a motivation to provide excellent service to both internal and external customers. Provide positive coaching to motivate team members to generally meet and exceed expectations.
- Manage change and lead in long-range goals and objectives.
- Direct the support activities which are necessary for the continuous supply of power, such as updated construction standards as well as the approval of materials used in the T&D system.
- Deliver the capital projects per the annual work plan, in an optimized manner, according to approved costs, schedules, and quality requirements.
- Provide effective and innovative engineering design solutions to allow efficient construction and maintenance as well as optimizing the life cycle of assets. Optimize the procurement activities associated with the electric system designs produced by the department.
- Work collaboratively with relevant groups within the organization to provide design solutions within agreed upon timescales. Champion the change management of new work management applications.
- Develop capital investment plans for electric system projects with established strategies, good engineering practice, and jurisdictional requirements. Supporting the technical sections of the Company’s Integrated Resource Plan.
- Provide technical expertise to various parts of the organization as requested including testimony to regulatory bodies and due diligence activities.
- Develop a systematic approach to attracting, developing, and retaining engineering talent for the organization.
- Work with the other areas of Liberty Utilities’ to drive consistency and sharing of standard methodology in the engineering and design of electric transmission and distribution systems.
- Support the leadership team in establishing an organization that fully supports Liberty Utilities’ vision and strategy.
- Develop initiatives to optimize department resources across the businesses.
- Lead and manage the team to achieve its objectives, supporting the corporate strategy. Coordinate work in the department, which includes making assignments and reviewing performance to ensure the efficient, cost effective utilization of staff.
- Participate in Southwest Power Pool member committees as needed to support the goals of the company.
- Participate in Midwest Mutual Assistance when necessary.
Education and Experience
- Bachelor’s Degree in Engineering
- 10 years of electrical utility experience
- 3 years of management experience
- Energetic and enthusiastic technical leader
- Knowledge of national and local regulations associated with electric system design
- Knowledge of engineering consultants and their capabilities
- Ability to manage a group which is non-geographically stationed
- Professional Engineering License, preferred
- PMP Certificate, preferred
- MBA or equivalent experience, preferred
