Purpose

The position is responsible for planning new construction projects and also managing/maintaining all records pertaining to the gas distribution and transmission system. Responsibilities include creation of a deliverable packet for new construction jobs, digitally cataloging records by updating the GIS system, and managing asset/material information within GIS. Supplemental responsibilities include support of GPS data collection, note keeping on transmission/special projects, and development of technical documents/guidelines.

Accountabilities

  • Responsible for updating and maintaining GIS system to reflect location, attribute information and

condition of field assets and materials.

  • Digitally Scan field records and catalog them digitally within GIS.
  • Perform basic system analysis queries and development of maps on an as needed basis.
  • Responsible for maintaining and supporting the Distribution Design Studio system locally.
  • Utilize Distribution Design Studio for new construction projects and verify with stakeholders that

quality designs are produced.

  • Creation of a construction package as a deliverable to construction department.
  • Complete proper notifications as needed (permits, homeowners, contractors, etc.)
  • Manages the new construction workflow process and liaises with stakeholders to improve the

process.

  • Collection GPS data on the physical location of field assets to increase the accuracy of the GIS

system.

  • Provide support to C&M for data collection as needed for special projects, i.e., transmission

projects.

  • Perform special projects as assigned on behalf of Tech Services. Projects may include but not

limited to; development of new guidelines/technical documents, special capital project support,

integrity management support, etc.

Education and Experience

  • College or professional program of 3 years or less
  • 3-5 years of experience
  • Broader knowledge of theory and principles within a professional discipline or advanced knowledge

of specific technical/operational practices

  • Strong organizational skills
  • IT literacy
  • Working knowledge of company, local, state, and federal codes as they relate to the job preferred
  • Ability to competently understand procedures and various instructions contained in technical

documents

  • Ability to write in order to accurately express information from inspections, findings, investigations,

etc. and accurately capture data for recordkeeping purposes.

  • Work is widely varied, to include involvement with customers, field operations, NYSPSC Staff,

customers, and other internal departments. Must learn and understand the interdependency of all

company operations and be able to analyze and prioritize situations as they arise on a daily basis.

  • Ability to make decisions that are within Liberty’s O&M procedures and NY rules and

regulations. Must be able to perform duties and functions effectively with minimal supervision.

  • Computer skills in MS Office Suite required.
  • Previous gas industry experience would be considered an asset. #LI-DS1
