The SP AMOM shall provide AMS by establishing performance standards, procedures and work priorities for personnel working in the AMOPS section in order to support aircrew and airfield management activities to ensure safe, effective and efficient airfield operations. The AMOM shall comply with the duties and responsibilities listed in AFMAN 13-204 Volume 2. The SP, as the AMOM is responsible for the following key tasks:
- Review flight plans, traffic logs, Daily Record of Events, NOTAMs and other supporting flight data info
- Ensure a secondary crash net is installed with backup SCN capability and confirms operability tests are conducted and results documented on the AF Form 3616 IAW AFMAN 13-204, Volume 2.
- Ensure SCN lines are dedicated to the dissemination of emergency information, each station is equipped with a noise reduction feature, and the system is equipped with a visual feature in AMOPS that activates as each two-way party picks up the handset. Develop and maintain current and accurate Operating Instructions, Quick Reaction Checklists, and logs in the AM section
- Develop local procedures to record significant incidents/events during each shift on AFForm 3616, Daily Record of Facility Operations
- Develop a shift-briefing checklist or electronic equivalent that include: Airfield Status (e.g., active runway, RSC/RCR, current NOTAMs, BWC, arresting gear, etc.), Airfield,
Construction, NAVAID Status, Aircraft Rescue and Firefighting Capability, Equipment Status, and Personnel Working on the Airfield
- Develop flight plan processing procedures for the Airfield Operations Instruction.
- Obtain a current and accurate on/off base crash grid map
- Develop procedures to determine and report RSC and RCR
- Maintain current publications, charts, forms and Flight Information Publications necessary to support base and transient flying operations
- Develop procedures to check the Flight Planning Room for accuracy, currency and availability of materials
- Develop and maintain a current Read File for personnel working in the AM section
- Coordinate with the fire department to develop procedures for reporting the AircraftRescue and Fire Fighting status
- Ensure the airfield status display prominently displays active runway(s), Bird WatchCondition (BWC), RSC/RCR, airfield construction areas/status, and any revised taxi routes/restrictions. The SP shall ensure all information displayed is current and accurate
- Establish procedures to process NOTAMs according to AFI 11-208, Department of Defense Notice to Airmen System and AFMAN 13-204, Volume 2 and validates existing NOTAMS are current, accurate, and published IAW those procedures.
- Develop backup procedures such as an LOP with one agency outside of SPS’s network region/area (OCONUS) base and one CONUS to transmit NOTAMs.
- Ensure the AMOPS section has a recording device for communications betweenAMOPS section and Control Tower, RAPCON or GCA facility, CP, FD, Security Forces (SF), Pilot-to-Dispatch, Ramp-net radio, and telephone lines or radio frequencies on which flight plans can be filed, revised, or cancelled.
- Review the Airfield Suitability and Restrictions Report and Global Decision Support System airfield database assessment (Giant Report) for currency and accuracy at least semiannually. Submit report and recommended changes IAW AFMAN 13-204v2. If the
- AMOM does not have access to GDSS, they can contact the Air Mobility Command help (Airfield.Helpdesk@us.af.mil or DSN 312-779-3112) desk to obtain their most recent Giant Report.
- Ensure traffic count and daily workload data is tracked and documented including number of operations, NOTAMs submitted/revised, Prior Permission Request (PPR), distinguished visitors (DV), SCN activations…etc. This information is be passed to the COR and/or AOF/CC upon request.
- Complete MICT self-assessment checklists are updated as required.
- AMOM duty functions mirror those of the military NAMO. The above duties list is notall inclusive. Refer to AFMAN 13-204, Volume 2 for specific duty position responsibilities and requirements. Additional AMOM duty functions may also be found in other AFIs, policies, directives, or guidance tasking the military NAMO
