The Safety Basis Division (SB-DO) at Los Alamos National Laboratory (LANL) develops and maintains Safety Basis documents for nuclear and high hazard facilities and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission.

We are seeking several Nuclear Facilities Engineering Manager/Safety Basis Deputy Group Leaders 3 to support the Laboratory mission and lead their respective group to develop and maintain nuclear facility and non-nuclear safety bases.

As a Nuclear Facilities Engineering Manager 3, will report to the Group Leader and will be responsible for managing a discrete scope of work within the group's portfolio. The position will include managing personnel, such as safety analysts and unreviewed safety question (USQ) qualified evaluators (QEV) as well as executing technical work and managing projects and budgets. This includes meeting project, program, and operational needs through USQ, DSA and TSR document development and updates, the new information and PISA process, and the review and management of the resulting deliverables. Additional work scope includes creating and managing discrete project schedules and personnel executing project work, managing a discrete subset of the group's budget, as well as understanding and providing input online item or capital project DOE-STD-1189 safety basis deliverables.

The selected candidate will report to and work with the Group Leader to provide leadership, vision, strategic and tactical planning to the SB Group and interface with customer organizations and members of Safety Basis core and field services to provide safety basis information and updates. The candidate will regularly interact with Laboratory senior management and National Nuclear Security Administration Los Alamos Field Office [NA-LA] Safety Basis team leader in support of safety basis activities for assigned faculties and supporting deliverables for all LANL nuclear and high hazard facilities.

Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing an engineering organization.

Knowledge and Experience

This is a management role and provide knowledge and experience in engineering and safety basis administration for facility projects and on-going operations and maintenance within nuclear facilities. Specific knowledge and experience sought for includes:
  • Record of leading technical personnel in support of nuclear facilities including operations, maintenance, engineering, safety basis, and projects to establish and continuously improve reliable facility operations.
  • Ability to interface with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.
  • Capability in successfully developing internal and external customer relationships achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts.
  • Experience in developing and managing budgets
  • Knowledge/experience in nuclear and/or high hazard facility operations, maintenance, design, and administrative programs.
  • Knowledge/experience and proficiency in DOE orders and standards on facility hazard categorization, safety basis development, technical safety requirement development, and the Unreviewed question process.
  • Leadership experience effecting the requirements above.
  • Responsible for the development and maintenance of technical analyses and safety basis documentation for assigned facilities and projects.
  • Provide nuclear engineering services to ensure facilities are designed, constructed, modified, and maintained to meet nuclear and non-nuclear safety and mission expectations in a cost effective, safe, and compliant manner.
  • Provide safety basis nuclear facility engineering resources for LANL nuclear facilities.
  • Lead the development and control of assigned facility and project safety basis documents, disciplined and effective safety basis implementation, and assessment of overall group performance.
  • Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
  • For assigned facilities and projects, develop specific short-term and long-range plans, and monitor progress to assure long-term objectives are attained and customer requirements are met.
  • Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
  • Perform technical and quality reviews of safety basis documents for nuclear facilities and support facilities.

Education/Experience

Position requires a bachelor's degree in an engineering discipline from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • PMI Certification
  • Working knowledge of Conduct of Operations, Engineering and Maintenance

Location: This position will be located in Los Alamos with the potential for a hybrid work arrangement (partially onsite/partially offsite) from a location within 2 hours ground commute of this location. Reporting onsite will be periodically required. Hybrid is at the discretion of management and can change at any time with appropriate notice.

Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
