What You Will Do

The Water, Gas, and Wastewater (WGWW) Operations Manager will be responsible for the operational activities related to the 1) water distribution systems, 2) gas distribution systems, 3) wastewater collection system and treatment plant, and 4) Sanitary Effluent Reclamation Facility (SERF). The WGWW Operations Manager will report to the Utilities & Infrastructure (UI) Deputy Facility Operations Director (FOD) and the UI FOD. The selected candidate will be responsible for compliance with multiple regulatory requirements, including safety, security, and environmental management of the operations with support from engineering, maintenance, and ES&H support organizations. The selected candidate will define and manage operational goals, improve technology, and work to resolve operational problems by directing activities of the assigned portfolio. The selected candidate will manage operations staff to successfully operate the assigned systems. In addition, the selected candidate will develop and administer operations related budget, policies, and procedures.

What You Need

Minimum Job Requirements:
  • Thorough knowledge of operational management including systems and engineering design and maintenance, configuration management, work control, and control systems.
  • Demonstrated experience with and ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Demonstrated skill in management, supervision, and human resources administration of assigned employees and subordinate supervisors.
  • Thorough understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Through knowledge of conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs.
  • Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.
  • Demonstrated ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules.

Education/Experience:

Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and/or experience directly related to the occupation, as described below:
  • High School Education: Requires 16 years of relevant experience
  • Associate degree: Requires 12 years of relevant experience
  • Bachelor's Degree - Requires 8 years of relevant experience
  • Master's Degree - Requires 5 years of relevant experience
  • PhD - Requires 4 years of relevant experience

Desired Qualifications:
  • Thorough knowledge of LANL Sanitary Wastewater Plant and Collection System, Water and Natural Gas Distribution, and Sanitary Effluent Reclaim Facilities Operations.
  • Demonstrated advanced experience with oversight of water and wastewater laboratory testing.
  • Thorough knowledge of and experience with compliance oversight of NM water, wastewater, and natural gas regulatory requirements.
  • Demonstrated experience with technically guiding and directing utilities operations and maintenance personnel.
  • Thorough knowledge of National Pollutant Discharge Elimination System (NPDES) outfall, storm water, and waste management compliance.


Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Work Schedule:

This position is a full-time position with multiple schedule options, but the 4/10 schedule is not an option.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
