The Quality Assurance Senior Analyst is responsible for monitoring the quality of the work of the certified public accounting (CPA) firms that have been approved to perform the audits and other attestation engagements of state and local government agencies and quasi-public organizations in accordance with Louisiana Revised Statute 24:513. This position is tasked with determining whether the CPA firm performs these engagements in accordance with generally accepted government auditing standards (GAGAS) and all other applicable standards, and that the reports that the firms submit to the Louisiana Legislative Auditor (LLA) are appropriate in the circumstances. This position serves as LLA’s primary contact for all allegations and concerns that LLA personnel have regarding approved CPA firms. The Quality Assurance Senior Analyst also assists the Quality Assurance/Research Manager in monitoring the quality of the GAGAS reports performed by LLA staff.
The Quality Assurance Senior Analyst position differs from other senior auditor positions by a greater focus on the quality control over audit engagements as opposed to performing them; a more advanced knowledge of quality control standards; and more direct contact with CPA firms. This position differs from the Quality Assurance/Research Manager position by a greater focus on the quality control over CPA firm audit engagements as opposed to quality control over LLA’s audit and attestation engagements, and by the level of supervision required.
