Essential Duties and Responsibilities:
· Plan, develop and administer the SHS Family Services program area, ensuring an integrated and comprehensive system of services for children and families.
· Provide training and guidance to staff, parents, and community members on a variety of pertinent topics in the area of family and community partnership.
· Ensure on-going monitoring, tracking, follow-up and analysis of family and community services, including attendance and PFCE outcomes.
· Maintain record keeping and reporting systems, including service area plan, schedules, timelines policies and procedures for family and community partnership services in accordance with Head Start Performance Standards and applicable laws and regulations.
· Oversee implementation of the PFCE framework to ensure systematic processes and procedures.
· Ensure coordination of communication with staff, parents, program consultants and community to enhance services to children and families.
· Supervise and oversee work tasks and activities within the Family and Community Partnership department to ensure the full delivery of integrated service.
· Collaborate with state and community partners for recruitment to enhance SHS family services.
· Ensure effective transition planning for children families.
· Assist in planning and preparing special events or activities.
· On-going professional development through education, role modeling, mentoring, and training.
· Ability to travel throughout Shasta Head Start catchment area on a regular basis
· Assure shared decision-making process through Policy Council and Board of Directors.
· Oversee management personnel in recruitment, training, mentoring, retaining, budget and salary allocations, supervision and staff performance appraisals and providing direction and leadership for all program areas.
· Direct community partnerships and collaborations by leveraging resources, marketing program, developing relationship and community awareness, and promoting good public relations.
· Implement Lowcountry Head Start program for quality, consistency, goal achievement and measurable outcomes.
· Ensure accountability and sufficiency of funding by establishing operating and administrative policies and procedures to assure compliance with all terms, conditions and obligations.
· Develop and maintain clear-cut lines of authority and assure an effective system of communication and information flow.
· Implement internal and external reporting systems and procedures for monitoring and quality control of total program.
· Acts as staff liaison to the Board of Directors and the Head Start Council by providing information regarding the services of Head Start, in conjunction with the Executive Director of the organization.
· Develops the annual operating budget for Head Start and monitors this in conjunction with the Finance Director and Executive Director. Recommends annual program goals to the
Executive Director, the Head Start Policy Council and Board of Directors. Ensures that an ongoing program evaluation system is in place related to such goals and that reports of progress are provided, on a monthly basis, to the Executive Director and others as he or she directs.
· Develops, implements, and monitors policies and procedures appropriated to the day-to-day operations of Head Start program services. Ensures that policies and procedures are readily available through staff, Head Start Policy Council handbooks and manuals.
· Initiates ways and means required to meet approved Head Start Program objectives as they relate to overall goals and policies of Lowcountry Community Action Agency.
· Responsible for presenting administrative guidance and support to staff in order to facilitate prompt and efficient implementation of the Head Start program.
· Monitors Head Start services to observe activities in progress and assess operations in terms of Head Start goals; gives attention to emergency problems which are impeding program activities.
· Coordinators with the Policy Council and Family Service Manager to achieve parent involvement and assistance in the total Head Start Program.
· Assists Human Resources with the selection of potential Head Start staff and submits recommendations for approval.
· Develops and implements a program volunteer system which assures the recruitment, selection, training and utilization of volunteers.
· Maintains maximum community involvement through direct contact with community leaders, civic organization, interested citizens and head Start parents for all components of the program.
· Implements a Professional Development Program which includes a comprehensive training and technical assistance plan for staff members.
· Oversees a comprehensive training program for Head Start staff.
· Facilitates the development and maintenance of appropriate nutrition and health programs for both children and parents.
· Assesses and evaluates the effectiveness of head Start service delivery system and prepares appropriate recommendations for the Executive Director consideration.
· Attends professional and education conferences and meetings to keep abreast of current educational trends and to enhance knowledge and skills.
· Conducts regularly scheduled administrative staff meetings and monitors staff meetings for program compliance.
· Attends pre-service and in-service training sessions.
· Coordinates with Finance/HR Director, the orientation of new employees to the program.
· Establishes meeting calendar for convening all Head Start Policy council meetings in conjunction with the Council Chairperson or his or her designee.
· Ensures that annual performance evaluations are completed for Head Start service staff and program according to applicable state and federal rules and regulations.
· Ensures that all appropriate reports and documents are submitted in a correct and timely manner.
· Responsible for the development and delivery of a comprehensive plan of education for all program participants inclusive of children, staff and parents.
· Reports suspected child abuse and neglect situations.
· Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
· Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
· Ability to respond to common inquires or complaints from customers, regulatory agencies, or members of the business community.
· Ability to write speeches and articles for publication that conform to prescribed style and format.
· Ability to affectively present information to top management, public groups, and/or board of directors and council members.
· Ability to work with mathematical concepts, such as, probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
· Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.
· Knowledge of Principles of Management and Administration, Human Development, Family Dynamics, Human Behavior and Child/Adult Learning.
· Knowledge of developmentally appropriate pre-school education practices.
· Knowledge of budget preparation, control methods and administrative analysis.
· Ability to conduct meetings in accordance with parliamentary procedures.
Education and Experience
A Bachelor’s Degree (BA) in Early Childhood Education, Social Services, Human Development or a related field from a four-year college or university with four years of progressive responsibility in the administration of a Head Start program or four (4) years as the Director of a Head Start program, Child Development program or Human Services Agency; experience in budget development and fiscal management of a $3 million or greater budget.

Certifications, Licenses
· Must have and maintain current CPR and First Aid certifications.
· Ability to obtain Child Development Permit at Site Supervisor level, implement before and after school care, within one year of hire date.
