What are the responsibilities and job description for the Master Electrician position at Lubbock County?
Perform duties of a Master Electrician and shop supervisor. Oversee Journeyman and Apprentice electricians, maintenance technicians, inmates, and work release crews. Responsible for the electrical maintenance and renovation of all Lubbock County facilities including the Detention Center and lighting in parking areas. Work includes daily prioritization and tasking of preventive, routine, and emergency maintenance on the County’s interior and exterior electrical and mechanical systems. Responsible for maintenance, troubleshooting, and repair of emergency backup generators. Conduct daily and weekly reviews of technicians. Record documentation of and updates to assets, work orders, and hours charged to jobs. Provide logistical oversight of supplies needed for daily work and projects to minimize downtime and maximize employee work hours. Perform quality control and performance checks of technicians’ work to ensure the highest quality service to customers. Create a 24-hour on-call standby roster among the Electrical personnel while being available 24/7 to guide or assist standby personnel. Assist in developing, designing, and performing construction or renovation projects. Interpret and use blueprints and manufacturer’s specifications to develop detailed plans, drawings, specifications, and bids for construction and renovation projects. Coordinate work done by outside contractors.
- Establish and maintain preventative and routine maintenance programs for all electrical devices in County facilities and ensure that all county renovations and installations meet applicable electrical code requirements.
- Troubleshoot and repair a wide variety of electrical control systems including HVAC, boiler, and pumping systems.
- Diagnose and repair heating, ventilation, and air conditioning systems including variable frequency motor drives, radiant heaters, and duct heaters
- Maintain, repair, and service all emergency generators, transfer switches and related components.
- Install and maintain new parallel, series, and series-parallel circuits/circuit breakers in building renovations and constructions.
- Perform electronic thermal inspections of all building electrical systems, panels, transformers and raceways.
- Install, maintain, and repair AC/DC controls, single-phase motors, three-phase motors, transformers, motors, ground fault protection circuits, emergency lighting (including exit lights), standard and explosion-proof lamps, lamp holders, ballasts, lenses, and receptacles, as well as explosion proof and standard ventilation fans.
- Troubleshoot and repair kitchen equipment, laundry equipment, appliances, and electrical door locks.
- Install conduit, junction boxes, and pull wire. Test installation and repairs for serviceability.
- Maintain special purpose and seasonal lighting for flagpoles, downtown buildings, and parking lots.
- Maintain high-security jail doors, tracks, and door controls.
- Make recommendations to DOF on programs and projects to enhance electrical system reliability.
- Create annual Operations and Maintenance budget, as well as 5-year strategic Capital Improvement budget for Electrical needs, and provide to the DOF and Deputy DOF.
- Support and comply with the Safety Manager in creating, updating, and implementing required safety protocols and standards for all personnel that come in contact with electricity.
- Read and interpret blueprints, building codes, and manufacturer’s specifications to ensure that building regulations and all safety standards are followed by Departmental personnel.
- Advise DOF and Deputy DOF on job or project status and operational problems.
- Operate vehicles and specialized equipment including trucks, vans, bucket trucks, scissor-lifts, single-man lifts, forklifts, trenchers, excavators, etc.
- Manage shop’s vehicles, tools, equipment, and materials in an orderly and safe condition.
- Assess maintenance department needs to requisition equipment and materials for projects and repairs, as well as tools in need of replacement.
- Create training modules and scenarios for Apprentice and Journeyman Electricians in an effort to provide direct on-the-job, hands-on experience. Schedule continuing education courses and ensure licenses are kept up-to-date.
- Address and correct performance and behavior deficiencies on personnel that are evaluated in an appropriate, timely, and effective manner.
- Follow all applicable county policies concerning attendance, documentation of work, personal appearance, hazards, alarms, confidentiality, licensing, and regulation.
- Act upon any emergency situations including fire, injuries, medical, terrorist, bomb threats, breeches of security, and notify security officers.
- Respond to 24hr. emergency maintenance call back system and provide after hours overtime work as needed.
- Complete other duties as assigned.
QUALIFICATION REQUIREMENTS: Master Electrician License. High School graduation or its equivalent, 10 years of experience in the field as well as leading teams on multiple jobs or projects; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Valid Texas Driver’s License required.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the National Electrical Code requirements for wiring and protection. Familiarity with special equipment; i.e., signage, industrial machinery, emergency lighting, over current protection, and appropriate tables. Ability to read different schematic diagrams including plumbing, HVAC, and electrical. Write and manage work orders and daily logs. Identify numbers and order correct parts. Perform mathematical calculations and communicate effectively, both orally and in writing. Establish and maintain effective working relationships with co-workers and the general public.
PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit and stand; use hand-to-finger motion, handle, or feel; reach with hands and arms; and talk and hear. The employee must frequently bend, stoop, squat, climb stairwells, lie down, and walk. The employee must frequently lift and/or move objects weighing up to 20 pounds, such as tools and equipment, and must occasionally lift and/or move objects weighing up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, ability to adjust focus, and ability to interpret color through sight. Employee will be required to work in confinement areas, office buildings, and warehouses with standard incandescent and florescent lighting, to handle and properly dispose of hazardous chemicals, and work in areas of loud noise. Must be able to tolerate and work in extreme cold and hot weather.
