Job Objective
This job opening is for a Program and Business Development Manager for Lukos managing contracts with the CDC. The contracts support the Immunization Safety Office with vaccine adverse reporting (VAERS), clinical immunization safety assessments and the V-safe pregnancy registry and the Division of Birth Defects and Infant Disorders (DBDID).
The position will assist the Lukos business development efforts by engaging with prospective clients, understanding the industry market, understanding the Federal contracting and acquisitions process, and assisting in the recruiting of employees or subject matter experts to assist in the capture of government contracts.
As the Program Manager (PM), you will coordinate all tasks related to the subject contracts and will be responsible for interaction between Lukos and the government customer (CDC). The PM manages cost, schedule, and performance for the contract to ensure success. The are currently over 90 FTEs supporting these contracts.

Responsibilities
Business Development
- Engage potential and current teammates for information gathering and networking
- Conduct competitive research and risk analysis
- Engage with HR and recruiting to create job descriptions and screen candidates
Program Management
- Work with Program Control Analyst to monitor budget to ensure funding is not exceeded
- Review and approve Time and Expense submissions for compliance with company policy, government regulations, accuracy, and appropriateness
- Review project margin reports and take management actions to improve financial performance
- Identify financial risks and plan measures to mitigate
- Work with Financial Management team to ensure correctness and appropriateness of invoices and minimize unbillable costs
- Ensure all project deliverables are completed by deadlines
- Ensure all reporting requirements are met
- Ensure full staffing, track manning gaps, and support recruiting to fill gaps
- Ensure compliance with all performance requirements - know the SOW/PWS

Education, Experience & Certification
- Previous experience working with or at the CDC. Recent CDC badge holder with Public Trust clearance (preferred)
- Project Management Professional certification (desired)
- Government contracting business development experience (desired)
- Bachelor’s Degree (desired)
- High level of proficiency in Microsoft Office programs, specifically Microsoft Word, Excel, PowerPoint, Outlook and SharePoint (required)
- Clinical background (e.g. physician, physician assistant, nurse practitioner); do not need to be a licensed MD.
