Purpose & Impact:
The role of the Network Manager is to provide direct oversight of the ongoing compliance of assigned subcontracted network service providers. The Network Manager develops, coordinates and evaluates a system of care that is designed to expand, improve and monitor services for substance abuse and mental health clients based on the needs of the community. As the network service providers’ primary point of contact, the Network Manager functions in a manner that fosters the improvement of efficient, effective service delivery.
Essential Functions:
- Exercises discretion and judgment in ensuring compliance with the contract and State and Federal requirements
- Develops detailed contracts, Amendments and Memoranda of Understanding with network service provider agencies that comply with Managing Entity contract standards as well as all applicable state and federal mandates
- Manages the ongoing compliance with these contracts including on-site monitoring visits, desk reviews and contract file audits and draft formal reports regarding the observations made therein
- Processes monthly invoices to ensure accurate payment in accordance with Department of Children and Families appropriations, contract terms and Florida Administrative Code
- Develops, manages and revises budgeted and allocated Departmental funds for network service providers annually and on an ongoing basis to ensure the needs of the network are sufficiently met and to include new services in accordance with assessment of the community’s needs
- Serves as a liaison between network service provider agencies, LSF Health Systems departments and the Department of Children and Families
- Identifies gaps in services and funding to address the needs of the community by analyzing expenditure trends, conducting community needs assessments and interdepartmental collaboration
- Provides technical support to network service providers related to contract compliance as necessary
- Issues Corrective Action Plan to network service providers as necessary
- Administers pertinent federal and state rules, regulations and statutes in accordance with contracting principles, educating network service providers as necessary
- Develops Network Policies, principles, procedures and standards for the Network Management manual
- Collaborates with interdepartmental teams to foster improvement of systems/processes to better serve our internal and external customers/clients
- Fulfills performance objectives set by the Executive and Management Teams
- Satisfaction of reporting requirements to the Department of Children and Families, the Executive and Management Teams for both standing and ad hoc requests
- Assists with competitive bidding and selection processes for the procurement of services to meet identified needs in the system of care for review by a multidisciplinary team
- Establishes and maintains effective working relationships with internal staff, state and local officials, and network service provider management staff
- Participates in statewide conferences, meetings, and training events as deemed necessary
- Specializes and acts as the main point of contact for specific program(s) after year one. This includes compiling reports as requested by the State and communicating with network service providers and State personnel above and beyond their contract assignment duties

Physical Requirements:
The position requires the energy, persistence, and stamina sufficient for working extended hours, utilizing a computer for extended periods of time, communicating via telephone and engaging in travel as needed.
Education:
Bachelor’s degree in Health Science, Health/Business Administration, or related field from an accredited University.
Experience:
One to three years of professional experience working in a field relevant to the responsibilities of the position.
Skills:
- Working knowledge of the Microsoft Office programs with proficiency in Microsoft Excel
- Comprehension of mathematics and/or financial management concepts
- Ability to meet critical deadlines on concurrently occurring projects
- Aptitude for prioritizing responsibilities
- Positive attitude with a focus on problem solving
- Capability for change and adaptation to evolving policies and procedures
- Creative thinking as it pertains to improvement on procedure and systemic development
- Willingness to work both independently and collaboratively
- Excellent communication skills with a knack for customer service, professionalism and diplomacy via all modes of communication; whether in person, by telephone or in writing
- Basic understanding of general contract language and services in the mental health and substance abuse fields
Other:
- Person must demonstrate sensitivity to our service population’s cultural and socioeconomic characteristics and needs
- Travel will be required across twenty-three counties in Florida. Periods of travel will be less than four days per trip
Principal Accountabilities:

- Accurate, complete and timely submission of all required reports, benchmarks, forecasts, proposals, budgets, and analyses
