General Description
This position provides tool development support to the risk management program development and implementation for the Federal Mediation and Conciliation Service (FMCS) in Washington DC. This program is focused on the development and implementation of an Enterprise Risk Management (ERM) program, ensuring compliance with the Office of Management and Budget (OMB) Circular No. A-123, Management’s Responsibility for Enterprise Risk Management (ERM) and Internal Control and the integration of the ERM with FMCS’s cybersecurity program. Specifically, the successful candidate will participate in the development of an FMCS ERM program and will design, develop, and implement risk evaluation and reporting reports and dashboards using Microsoft SharePoint as well as other platforms available to FMCS.
Duties and responsibilities
Specialized Knowledge
The successful candidate will have knowledge and expertise in the following areas:
Education
Bachelor’s Degree, preferably in Information Technology or Business.
Professional Certifications
CompTIA Security or an equivalent certification is required.
Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.
Experience
Minimum of 4 years of relevant experience.
Citizenship
Must be a U.S. Citizen.
Skills and Abilities
Strong Problem Solving, producing positive outcomes and Return on Investment (ROI) for the Federal government.
Other Characteristics (e.g., Personal or Language)
Excellent oral and written communication skills in English. Must be able to work in a team environment with personnel from other companies, government program management and administrative personnel, and technical staff members.

- Provide risk management support for the implementation of an FMCS ERM program by identifying potential reports and dashboards that can be created to provide comprehensive ERM status to FMCS Leadership.
- Design, develop, test, and implement reports and dashboards using Microsoft SharePoint.
- Administer site User IDs and passwords.
- Monitor report and dashboard usage, optimizing tool performance.
- Address user issues and problems as identified.
- Update/modify reports and dashboards based on usage and user input.
Specialized Knowledge
The successful candidate will have knowledge and expertise in the following areas:
- Agile software development processes.
- Microsoft SharePoint development and administration.
- Experience studying and analyzing system or process problems and the needs of selected programs to determine how to solve problems best and accomplish improvements.
Education
