GENERAL DESCRIPTION
Under the administrative direction of the Chief People Officer, the Manager of Human Resources is directly responsible for the overall administration, coordination, and evaluation of the human resource function. Assures all responsibilities meet all applicable local, state, and federal laws; licensure/certification/accreditation standards and operates within agency policies and procedures on a daily basis.
ESSENTIAL JOB RESPONSIBILITIES
Oversees recruitment efforts for all exempt, nonexempt, and temporary workers; evaluates and approves postings; monitors effectiveness of advertising; works with human resources team and department supervisors to screen, interview, and reference check candidates; extends job offers as needed.
Oversees retention efforts for all exempt, nonexempt, and temporary workers; monitors employee relations counseling; monitors employee retention and engagement activities; monitors employee survey process and revises as necessary.
Oversees the planning, development, implementation, and evaluation of department-specific development days, specified core training/orientation, refresher training, and position-specific training.
Assists with open-door and conflict resolution meetings with employees, supervisors, and Program Directors to settle work-related conflicts through the application of policies and procedures, and recommendations.
Implements the compensation program; creates and rewrites job descriptions as necessary; recommends salary grade according to the compensation evaluation criteria; conducts annual salary surveys; monitors the performance evaluation program.
Recommends, develops, and administers personnel policies and procedures for all company personnel; ensures handbook on policies and procedures is updated and available to staff on Paycom Employee Self-Service.
Develops and maintains affirmative action program; ensures EEO-1 is filed annually, maintains other records, reports and logs to conform to EEO regulations. Assures the agency remains in full compliance with the Health Care Workers Background Check Act and the Department of Human Services by fingerprinting and taking action on the State Police and/or DCFS reports on all new employees.
Evaluates reports, decisions, and results of agency or department initiatives in relation to established goals for human resources. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of department and services performed; Ensures compliance with all federal, state, and local employment laws.

Qualifications
JOB QUALIFICATIONS
Bachelor's degree in business administration or personnel management; or a related field with concentrated studies in Human Resources.
Three or more years of administrative experience in the field of management or human resources.
Must demonstrate the ability to maintain payroll, financial, personnel, and information related to persons served as confidential and in accordance with the Mental Health and Developmental Disabilities Confidentiality Act and Policies and Procedures for MRI.
Must be able to demonstrate the ability to make decisions regarding employee relations and personnel issues daily and emergency basis.
Must be able to provide quality supervision to paraprofessionals and professional staff.
