POSITION SUMMARY

The Human Resources Division is team oriented and set up in a flexible manner to allow for the use of each staff member's strengths in the different required areas of work. Duties are assigned to each Specialist according to their strengths and an equitable work distribution. As the direct line to management in the area of the Human Resources hiring process, provides consultation, guidance, and technical expertise to supervisors. This position requires a high level of independence. Reports to the Human Resources Director.


PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Provides in-house consultative expertise to program and management supervisors in the selection process including recruiting, interviewing and following the appropriate process prior to offering the position.
  • Prepares advertisements as needed.
  • Actively participates in recruitment efforts.
  • Assesses staffing requirements, coordinates activities, and information regarding recruitment, placement and relocation of various positions.Reports issues to the Human Resources Director.
  • Monitors and assists with the Drug and Alcohol Free Policy, including overseeing proper administration, documentation, chain-of-command, and follow-up of all drug and alcohol testing; performing drug and alcohol tests as required; provides consultation and technical assistance to supervisors regarding the drug and alcohol policy; tracks and monitors employees referred to the employee assistance program.
  • Travels to the villages as necessary to conduct drug testing, fingerprinting, training and other HR business.
  • Conducts and participates in the development and presentation of all employee/supervisory training.
  • Assures the completion of new-hire paperwork, ensuring all new employees receive complete information on company culture, policies and their benefits.
  • Monitors the supervisors in their responsibility of orientating the new employee to the new position by:
    • Providing the Supervisory Checklist along with competency folder, if needed
    • Validating licensures, certifications, and credentials
    • Ensuring the completion of competency paperwork
  • Monitors the Employee Handbook and Procedure Manual for Supervisors, recommending necessary changes and reporting all exceptions to the Human Resource Director.
  • Directs employees and managers/supervisors to Benefits for FML and short term disability leave.
  • Works with supervisors/managers in the maintenance and compliance of performance reviews of personnel ensuring all applicable policies and requirements are met.
  • Works with supervisors/managers on the creation and maintenance of competency folders, where applicable.
  • Audits existing competency folders and creates a report for the HR Board Report.
  • Audits personnel files annually and if necessary, facilitates the collection of missing documentation for the files.
  • Utilizes employee database and monitors data to ensure accuracy.
  • Collaborates with supervisors/managers in assessing program hiring needs and priorities.
  • Collaborates with supervisors/managers and communicate delays in the recruiting process and take whatever action that is necessary to minimize the time it takes to fill a position.
  • Provides guidance to supervisors/employees regarding working conditions and/or working relationships.Advises, counsels and coordinates with managers/supervisors on disciplinary action issues in accord with the Employee Handbook and Procedure Manual for Supervisors.
  • Provides consultative assistance to managers/supervisors with the development of job descriptions and overseeing the reclassification process for changes in jobs.
  • Have a working knowledge of all policies affecting the hiring processes.
  • Maintains close communication with the Professional Recruiter and other sources, such as the ANTHC Recruiters.
  • Remains current on knowledge of benefits and recruitment packages.
  • Participates in training new Specialists and Technicians.
  • Participates in the on-call rotation with the other Specialists and the Professional Recruiter.
  • Utilizes the electronic application/hiring system throughout the hiring process.
  • Communicates with applicants on a regular basis as to the status of his/her employment application.

Job Qualifications:


MINIMUM REQUIREMENTS

High school diploma or equivalent and three years directly relevant work experience in a human resources or management area. Higher education can be substituted for relevant work experience. Must be willing to obtain certifications in drug and alcohol testing within 90 days of being hired. Must be able to type competently and utilize computers, at least at the intermediate level. Ability to travel in small planes. Valid Alaska driver’s license with a good enough driving history to be covered by Maniilaq’s insurance.
