The test engineer role encompasses the scrutiny of system requirements and operational concepts, in addition to acquisition strategies and system outlines. This process lays the foundation for the formulation of evaluation and test strategies and protocols. This position also involves prepping for and executing the collection and analysis of data, culminating in the communication of status updates and findings. The role involves aiding in the generation of official Government test and evaluation paperwork, including Test & Evaluation (T&E) Strategies, Test & Evaluation Master Plans, Event Test Plans, Test Readiness Assessments, and T&E Reports. Collaborating with other test entities is part of the role to support the seamless integration of the T&E program. Furthermore, this position delivers specialized T&E proficiencies that are tailored to specific system functions, tiers, development stages, and performance domains as outlined in the Statement of Work (SOW).

Responsibilities include, but are not limited to:
- Conduct research and apply understanding of Government test and evaluation concepts, as well as related engineering, acquisition, and operational activities, as necessary to bolster T&E operations.
- Plan and execute performance analysis.
- Review proposed acquisition approaches to ensure alignment of T&E schedule with decision maker requirements for T&E assistance.
- Analyze areas of performance risk to concentrate T&E planning efforts.
- Specify, validate, and adapt Modeling and Simulation for T&E implementation.
- Collaborate directly with the Government sponsor to facilitate task execution.
- Maintain awareness of current and evolving agency, national, and international standards applicable to the system development of interest.
- Apply statistical analysis to assess variations in performance behavior, thereby characterizing the confidence level in performance estimations.
- Choose, develop, and utilize analysis tools.
- Implement the evaluation plan on data gathered through Testing Tasks.
- Develop strategies and execute performance data collection.
- Devise testing plans at program and event levels to gather necessary data for analysis, while synchronizing T&E events with decision-making milestones.
- Establish and utilize capabilities for Data & Configuration Management.
- Assist in Data Authentication group functions and adhere to program Discrepancy Reporting standards and processes.
- Evaluate operational and system performance prerequisites for testability and criticality, which will help outline and prioritize T&E objectives, thus enabling effective evaluation planning.
- Coordinate with program Systems Engineering (SE) and review T&E-related SE data to leverage functional analysis, system descriptions, parameter selection and dependencies, Modeling and Simulation, and preliminary performance risk assessments to guide evaluation planning.
- Assess operational contexts and priorities to focus on evaluation areas and scenario selection, while coordinating user involvement in T&E activities.
- Develop tailored risk-based plans for program and event-level performance estimation and analysis of system and operational effectiveness and suitability metrics and conditions. The levels of T&E encompass inspection, demonstration, paper analysis, survey, simulation, and physical testing.
- Construct surveys to gather evaluations from Subject Matter Experts (SMEs) and users regarding performance.
- Participate in the T&E Working-level Integrated Product Team (WIPT) and/or Integrated Test Team to align on evaluation plans.
- Generate Evaluation Plans, including metric framework, scenarios/threads, timelines, requirements/T&E cross-references, as well as Analysis Plans, Data Requirements, Risk Assessments, Evaluation Reports, and Status Reports. Additionally, provide input to Government T&E documents such as Technology Readiness Assessments, Test & Evaluation Strategy, Test & Evaluation Master Plan, T&E Plans & Procedures, and Test Readiness Reports.
- Develop data sampling strategies that optimize the balance between information and resources while managing testing uncertainties.
- Select, coordinate, and calibrate instrumentation, collection and data management tools, targets, and facilities.
- Ensure readiness for testing, including training of test event participants, equipment preparedness, and arrangements for security, legal, and privacy compliance.
- Participate in T&E WIPT and/or Integrated Test Team to coordinate data collection plans.
- Execute testing and data collection according to the devised plan.
- Create associated Test Plans, Procedures, and Reports/Briefings, as well as a Data Management Plan.
Basic Qualifications:
- Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or related discipline from an accredited college or university is required. Four (4) years of additional experience may be substituted for a degree.
- Two (2) years experience as a test engineer in programs and contracts of similar scope, type and complexity is required.
- Proven experience in automated software testing.
- Experience with test automation tools, Object-oriented programming and scripting languages (i.e Typescript, Python, C#, Junit etc.).
- Develop and maintain detailed test plans, test cases, and test scripts based on software requirements and user stories.
- Implement functional integration testing based on client necessity and system/architecture understanding.
- Build and execute automated tests to identify defects and issues in software applications.
Security Clearance Requirements:
- Current/Active TS/SCI with Polygraph
