The Contract Administrator for Mare Island Dry Dock functions as the primary liaison with state and federal government as well as private maritime shipping sector who administers contracts, resolve contract issues, and is the authorized signature authority for all contract documents.

Within broad objectives, the Contract Administrator performs in a professional capacity requiring a high level of technical knowledge and experience, demonstrates the ability to analyze complex problems and develop unique solutions. This position is recognized as a leader in one or more disciplines.  Serves as a primary point of contact for our clients.

PRIMARY JOB FUNCTIONS

Solicits and evaluates proposals, negotiates and prepares moderately complex subcontracts, monitors subcontractor performance, communicates issues or concerns with subcontractor, performs subcontract close-out and documents subcontract file in accordance with established policies and procedures. Provide insurance compliance requirements and new or existing bid solicitation, and perform other duties as needed.

Prepare and solicit bids from various suppliers.  Ensure that bids include appropriate small business subcontractors.

Review bids and help select subcontractors for jobs

Review subcontractor work performance and act as the point of contact to resolve any issues.

Document all communication, issues, and agreed resolutions.

Ensure compliance with all FAR regulations.

REQUIRED QUALIFICATIONS

  • Required: 4 year Degree with knowledge of marine terminology
    Preferred: High level education including negotiating
  • Ability to effectively work and achieve objectives under tight deadlines
  • Ability to organize, plan, and manage multiple activities to accomplish desired results
  • Exhibit commitment to quality by evaluating project-related processes. Make necessary changes, use customer input to make improvements, and meet/exceed internal and external customer expectations.
  • Act in a manner of integrity that shows support for the company, its values, and the employees while maintaining constant focus on meeting/exceeding client requirements and expectations
