What are the responsibilities and job description for the Recruiter (Woodbridge) position at Marrakech Inc.?

Manages day to day operation of our recruiting efforts. Ensures that our vacant positions are filled with qualified applicants in a timely fashion.   Must have experience with active recruiting and interviewing, and be familiar with Connecticut and federal labor laws regarding hiring.  Must be able to work independently and meet multiple deadlines. Strong attention to detail and ability to prioritize and focus on multiple tasks a must. The right candidate must have the ability to keep accurate and extensive records while simultaneously processing and tracking 50 applications at a time, and use all data collected to make informed hiring decisions which suit the needs of the agency. Must have own, insured vehicle for use for the position. This position requires occasional evening and weekend hours per the needs of the department.  The position will require traveling statewide for recruitment events, program site visits and Career Open Houses. Experience working with individuals with developmental disabilities and similar populations a plus.   ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Maintains knowledge about current issues in employment recruitment, salary surveys, and acts upon new trends accordingly. Maintains knowledge about current program and individual needs in order to accurately match external applicants to programs. Develops new policies and procedures regarding recruitment and updates forms (i.e. employment applications, and want ads) accordingly. Organizes staff hiring efforts, including public awareness, website updates, open house dates, job fairs, university contacts and other creative staffing strategies. Works to decrease and control agency overtime costs. Actively recruit and screen potential applicants, completing a minimum of twenty (20) interviews per week. Conducts background checks, criminal checks, motor vehicle checks, DDS Abuse and Neglect registry, Sex Offender, C.N.A. and other verifications in preparation to hire. Review and update new hire packets and submit to Director to review. Use all available data to make informed hiring and/or rejection recommendations Completes and sends rejection letters and/or emails. Maintains database of external applicants. Sends applicants to managers for interviews and site visits. Ensures the Recruitment Manager Monthly report is complete and submitted Receives supervision from the Director of Recruitment Human Resources. Provides organization representation to colleges and other community groups for purposes of staff recruitment. Ensures Hiring procedures meets CARF Accreditation standards, DDS standards, DCF standards, etc. Staff training responsibilities including HR Orientation, Interviewing Management training and any in-services approved to train. Communicates with payroll and other department managers regarding application process. Attends regularly scheduled management meetings (First Thursday, Tuesday Communications) Operates motor vehicles safely and in accordance with State Law (agency and personal automobiles) while on work related duties. May be required to drive own vehicle for work. Reports unsafe conditions and situations immediately per agency policy and procedures Represents the values, mission and vision of the organization Serves all customers with alacrity Communicates with co-workers and other providers accurately and professionally Ensures that the Human Resources offices are adequately maintained and in safe condition QUALIFICATIONS   To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.   EDUCATION and/or EXPERIENCE Bachelor's Degree in related field and 1 year of Human Resources experience. In lieu of Bachelor Degree, five years of experience working in a Human Resources Department in a Generalist/Recruiter Role.     Must have strong experience with accurate data collection and reporting. Microsoft Word and Microsoft Excel proficiency required.    WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Noise level is usually moderate.  Some duties are performed remotely.   Due to the fact that recruitment in the community is a major responsibility of this position, various community sites will be frequented as well as riding in motor vehicles. The possession and available use of a registered, insured vehicle is mandatory for this position.   PROFESSIONAL COMPETENCIES   Market Intelligence. Recruiters must have a solid understanding of the available talent in the market and positions they are hiring for. They need to understand the competition and where opportunities lie to network and locate new passive or active candidates.   Talent Assessment. Recruiters must be able to assess talent, working with the program management to understand the skills needed to do the role given what the market has to offer. This position must quickly analyze traditional resumes and applications along with the candidate’s interview and screening skills. Talent assessment of knowledge, skills and abilities is a critical recruiting skill.   Networking. Recruiters are relationship builders connecting and building relationships with candidates, referral channels and within groups, clubs and professional associations. Recruiters must be well-versed and as comfortable with in person and phone networking as they are with digital and virtual networking including Skype meetings, video chats, social media and other private and direct messaging platforms and technologies.   Sales. Recruiters must sell qualified applicants on the organization as well as the program management on the applicants they are selecting. Being in recruiting is about setting the mood and tone to make your best candidate chase you and not the other way around.   Sourcing. Recruiters use sourcing skills to find and uncover talent, whether it’s within their applicant tracking system (ATS), through their networks or by phone. Sourcing leads to more personalized messages, phone calls and passive candidate conversations as recruiters uncover information about their candidate during their talent assessment and while selling the role.   Marketing. Recruiters must be comfortable on multiple social media channels including Twitter, Facebook and other position specific communities by job title, vertical or niche. Even with the rise in popularity in recruitment, marketing and employment brands, connecting with individuals is the best way to build trust and expand networks. Recruiters must be marketing experts and this starts with building a personal brand and staking out a place as a thought leader or influencer in the related market.   Communication. Recruiters must be able to effectively articulate value and thoughts to candidates and assigned managers. Communication is essential especially offline and online activities including social media, email and in person communication. It requires taking the time to understand and be responsive to both the program and the candidate needs.
