General Requirements
The Business Operations SME V provides support for the DOI ACQ2020 project for the sub-task of workforce strategy. The job-site for this position is at a remote location and not Martek’s corporate office, therefore the Business Operations SME V is required to practice independent judgment and discretion with all job-related functions performed at all times. This position requires the involvement of sensitive customer matters, data, insight and task that are of significant value to our customer’s mission and goals. As such, the Business Operations SME V is required to complete an NDA and Non-Compete Agreements for Martek and its customer.
Responsibilities & Duties
The Business Operations SME V will support the implementation of a Department-wide hiring strategy and create and enhance skill development for the acquisition workforce. Increasing retention and satisfaction among the contracting workforce will improve outcomes for acquisition customers. The following goals apply to this effort (1) implement a workforce program for the entrance into the workforce and leadership development to include rotational opportunities, (2) create career pathing, and (3) standardize hiring practices. As such, the following actions apply:

Educational Requirements
At a minimum, a Master’s Degree is required.
Experience Requirements
A minimum of 20 years of experience is required demonstrating a master level knowledge and skill providing acquisition related insight and advice to senior executive level management and leadership concerning project and program initiatives, direction, and outcomes. Required experience includes an ability to: provide program management oversight for complex projects; lead the development, planning, and implementation of management initiatives; analyze all phases of projects from inception to closeout; develop strategic solutions for agency requirements; and coordinate project resolution. Experience developing and leading executive level workshops is preferred. Preferred contracting certifications include but are not limited to DAWIA Level III, FAC-C Level III, CFCM, CPCM, or an equivalent.
