Job Description:

General Requirements

 

The Business Operations SME V provides support for the DOI ACQ2020 project for the sub-task of workforce strategy.  The job-site for this position is at a remote location and not Martek’s corporate office, therefore the Business Operations SME V is required to practice independent judgment and discretion with all job-related functions performed at all times.  This position requires the involvement of sensitive customer matters, data, insight and task that are of significant value to our customer’s mission and goals. As such, the Business Operations SME V is required to complete an NDA and Non-Compete Agreements for Martek and its customer. 

Responsibilities & Duties

The Business Operations SME V will support the implementation of a Department-wide hiring strategy and create and enhance skill development for the acquisition workforce. Increasing retention and satisfaction among the contracting workforce will improve outcomes for acquisition customers.  The following goals apply to this effort (1) implement a workforce program for the entrance into the workforce and leadership development to include rotational opportunities, (2) create career pathing, and (3) standardize hiring practices. As such, the following actions apply:

  • Define and support the workforce strategy workstream to include creating a project plan with milestones for each deliverable
  • Track milestones and deliverables for the project team, report progress regularly
  • Create communication documents as necessary to brief executives and senior leadership throughout the organization
  • Work with human resources, and cross-bureau and office contacts to solicit and incorporate input regarding current and recommended practices
  • Make and implement strategic recommendations
  • Take meeting notes when necessary and develop reports and action items;
  • Support communications, outreach, and change management initiatives for internal and external stakeholders
  • Trigger issue management an escalation when project schedule is impacted
  • Prepare, submit and present bi-weekly Project Status Reports detailing: Progress made toward completion of tasks, activities, and deliverables (comparing actual performance against the baseline plan), key deliverable/milestone achievements, schedule and cost/budget updates, risks/issues encountered and mitigation strategies, change requests being processed, corrective action strategies and recommendations, and other pertinent information
  • Other duties as assigned.

 

Job Qualifications:

Educational Requirements

At a minimum, a Master’s Degree is required.

Experience Requirements

A minimum of 20 years of experience is required demonstrating a master level knowledge and skill providing acquisition related insight and advice to senior executive level management and leadership concerning project and program initiatives, direction, and outcomes. Required experience includes an ability to: provide program management oversight for complex projects; lead the development, planning, and implementation of management initiatives; analyze all phases of projects from inception to closeout; develop strategic solutions for agency requirements; and coordinate project resolution. Experience developing and leading executive level workshops is preferred.  Preferred contracting certifications include but are not limited to DAWIA Level III, FAC-C Level III, CFCM, CPCM, or an equivalent.

Additional Desired Certification

  • DAWIA Level III or FAC-C certification of Level III or equivalent within the last 4 years.
  • Military or DoD Acquisition Training & Experience
  • Previously Held Warrants
  • Active Security Clearance

Additional Required Knowledge and Skills

  • Demonstrated skill in obtaining and analyzing product and price data for contract negotiations and conducting comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices.
  • Should be able to effectively communicate with a high volume and variety of people daily.
  • Specialized experience includes negotiating and awarding contracts, contract modifications, and/or subcontracts, developing, preparing, and presenting terms and conditions in bids or proposals related to the awards of contracts, evaluating methods and efficiencies of allocating costs through various types of overhead and general administrative expense, experience leading and/or providing technical advice and assistance to a group of professional employees responsible for the oversight and implementation of contract administration workload to include contract closeout, pricing, negotiations and/or contract modifications.
  • Experience in supplies and service contracts is required; experience in formal source selections and research and development is desired.
  • Experience in clerical or technical support work that primarily consisted of typing, filing, maintaining or verifying records, or other kinds of activities that did not provide appropriate experience as described above does not qualify, whether or not it was performed in a contracting / procurement environment.
